Tashkent, Uzbekistan (UzDaily.com) -- At a regular plenary session of the Legislative Chamber of the Oliy Majlis, a draft law on state registration of rights to real estate was considered in the first reading.

This document was developed to implement the Decree of the President of the country "On measures to radically improve the system of maintaining land records and state cadastres" and the resolution of the head of state "On measures to organize the activities of the Cadastre Agency under the State Tax Committee of the Republic of Uzbekistan".

The proposed draft law envisages the maintenance in electronic form, through information systems, of the state register of rights to real estate, registration and maintenance of business processes, a list of grounds for refusing state registration of rights to real estate, notification of copyright holders in the event of seizure of real estate on based on the decision of the competent authorities.

In addition, it is proposed to establish a sequence of state registration of rights in order to maintain a full-fledged land record. At the same time, in accordance with the Land Code, first of all, the right to a land plot must be registered, the rights to buildings and structures must be registered before the conclusion of an alienation agreement. 

As noted at the meeting, the adoption of the draft law will eliminate the inconsistency of regulatory requirements related to the state registration of rights to real estate.

After a long debate, the draft law was conceptually adopted by the deputies.
