Draft Law on Improving Digital Product Labeling Approved in First Reading

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has conceptually reviewed in the first reading a draft law aimed at amending the Tax Code of the Republic of Uzbekistan to enhance the effectiveness of the digital product labeling system.

The draft law clarifies the concept of “remote tax inspection,” simplifies its procedures, and is intended to create a healthy competitive environment for entrepreneurs while strengthening the stability of budget revenues.

At the legislative level, the law establishes the possibility of conducting remote inspections regarding violations of labeling rules after two prior warnings, without visiting the taxpayer, while ensuring the prompt organization of decision-making processes.

The document also introduces measures for early detection and prevention of violations related to the sale of low-quality or counterfeit products. In particular, the law targets illegal trade in alcoholic beverages, tobacco products, pharmaceuticals, soft drinks, and other goods, protecting the legitimate interests of conscientious taxpayers and mitigating risks to public health and safety.

Deputies supported the introduction of modern approaches to tax control, including remote inspections and preventive mechanisms aimed at curbing labeling violations. Emphasis was placed on the importance of conducting inspections without visiting taxpayers to reduce undue interference in business activities, simplify tax administration, ensure transparency, and accelerate decision-making.

Parliamentarians highlighted that the proposed amendments to the Tax Code are crucial in combating the shadow economy, protecting the rights of law-abiding taxpayers, and maintaining stable budget revenues.

Following discussion and debate, the draft law was approved by deputies in the first reading.
