Digital inventory to reveal the "wear and tear" of multi-storey buildings in the capital

Tashkent, Uzbekistan (UzDaily.com) -- Over the years, almost 12,000 apartment buildings have been built in Tashkent, each of them is in a certain degree of deterioration. Digital technologies will help to summarize all the information about the state of high-rise buildings.

Acting Deputy Khokim, Head of the Main Department of Housing and Communal Services of Tashkent Shokhrukh Rakhimdjanov and Deputy Khokim of Tashkent for the Introduction of Information Technologies, Head of the Digital Development Department Alexei Khen, together with their employees, created and launched an information system for inventory and assessment of the state of multi-storey buildings.

12 communal inspectors, making their rounds of apartment buildings, take pictures of roofs, basements, facades and fill out a specially designed questionnaire with many criteria, evaluating each on a five-point scale.

Before sending photos and filling out the questionnaire, the inspector selects a building in the Harmony address register, the GPS system determines the coordinates of the inspector and compares them with the coordinates of the surveyed house. If the coordinates match and the uniqueness of the photo is checked, the data of the inspector is confirmed. It turns out: sitting in the office, without visiting the place and without examining the building, it is not possible to send data about it. 

The inspector records, among other things, the condition of the facade of the house, entrances, license plate, lighting, the presence of illegal extensions and other parameters of the building. The administrator checks all data of the inspector and confirms them or requests clarification of some components.

In about three months, it is planned to complete a survey of all multi-storey buildings, summarize the data, put them on a map of Tashkent and develop an optimal plan to eliminate the identified shortcomings with a concentration of forces in the most important areas.

This is a working example of integrating the service of the housing and communal complex with the Digital Tashkent project.
