Department of Security Established under the Ministry of Internal Affairs with Comprehensive Safety System
Tashkent, Uzbekistan (UzDaily.com) — On 28 November, President of Uzbekistan Shavkat Mirziyoyev signed a decree transforming the Main Security Directorate of the National Guard into the Department of Security, which will now operate under the Ministry of Internal Affairs.
Colonel Kobil Adilovich Shodibekov, previously head of the Security Directorate of Tashkent, has been appointed acting head of the new department.
The Department of Security will operate under the principles of “Quality, Trust, Safety” and provide comprehensive protection for state, high-priority, and classified facilities, as well as the property of individuals and legal entities, educational institutions, and commercial, service, and construction sites.
The agency will employ modern security methods, participate in maintaining public order, ensure internal security protocols at facilities, prevent offenses, and assist law enforcement agencies in combating crime.
Special attention will be given to the implementation of a unified technical security system using information and communication technologies and artificial intelligence.
Surveillance cameras at protected sites will be integrated into the Department’s information systems in coordination with facility administrations. Alarm notifications from facilities and apartments will be simultaneously transmitted to the Ministry of Internal Affairs’ unified operational centers and to tablets used by preventive inspectors and patrol units.
To enhance local safety in high-crime neighborhoods, the position of Security Service Inspector has been introduced. This inspector will be part of local law enforcement posts and contribute to public safety.
In problem areas, at tourist sites, and at mass recreation locations, the Department will deploy security and patrol units, funded by local budgets.
From 1 January 2026, technical identity recognition systems will be installed at protected sites, including banks, large enterprises, and local government offices (hokimiyats). These devices will be funded by the facilities themselves and integrated with the information databases of the State Institution “Safe City System Development Center” of the Ministry of Internal Affairs.
Ministries and agencies have been instructed to gradually equip high-priority and classified sites with unmanned aerial vehicles and anti-drone technologies by the end of 2026.
Additionally, the “Safe Education” concept will be introduced to protect state and private educational institutions on a contractual basis.
A draft program of measures for 2026–2027 in this area must be submitted to the Cabinet of Ministers within one month.
It is noted that, previously, in July 2019, the Main Security Directorate had been transferred from the Ministry of Internal Affairs to the National Guard.
