Demanding 18 types of documents and information from the population and entrepreneurs is canceled

Tashkent, Uzbekistan (UzDaily.com) -- A Presidential Decree “On additional measures to create more favorable conditions for the provision of public services to the population and business entities, to reduce bureaucratic barriers in this direction” was adopted.

By the decree from 1 June 2021, the following benefits are created for the provision of public services and the reduction of redundant procedures:

- registration of 7 types of acts of civil status (birth, marriage, divorce, death, change of name and surname, establishment of paternity, as well as adoption);

- medical examination of persons entering into marriage;

- registration of a biometric passport for traveling abroad is carried out on an extraterritorial basis.

When carrying out notarial actions, all information regarding the registry office is obtained independently through the information system without requiring unnecessary information from citizens.

A representative of a legal entity that is a business entity, when paying fees and state duties established for the use of public services, is allowed to pay in cash.

Also, the practice of requesting a certificate of absence of HIV infection when accrediting an employee of a representative office of a foreign commercial organization on the territory of Uzbekistan is canceled.

The procedure for issuing duplicate documents that were issued with a QR code affixed to the document is canceled. Now duplicates of these documents are provided free of charge through the EPIGU.

The demand from the population and entrepreneurs of 18 types of documents and information specified in more than 450 legislative acts is canceled; these documents will be received by authorized state bodies through the "Electronic Government" platform.

The issuance of 18 types of documents and information through the "Electronic Government" system using an interdepartmental integration platform is being introduced. As a result, the population will be prevented from wandering from one organ to another.

According to the Decree, from 1 May 2021, it will be possible to receive an application form for a biometric passport to travel abroad and pay the state fee in electronic form through the EPIGU.

From 1 June 2021, a system is being introduced for the simultaneous issuance of an identification ID-card to persons who have reached the age of 16, their registration with the state tax authorities as a taxpayer, as well as in the accumulative pension system.

From 1 July 2021, taxpayer accounting will be carried out using the personal taxpayer identification number (hereinafter PINFL).

It has been established that PINFL is considered a single identifier that certifies the identity of a citizen in the provision of all government, banking, social and other services. It is prohibited to maintain separate numbers for the identification of individuals by state bodies and organizations.

Until 1 July  2021:

- existing TIN of citizens of the Republic of Uzbekistan, foreign citizens with a residence permit in the Republic of Uzbekistan, as well as stateless persons will be mutually linked with their PINFL;

- Citizens, foreign citizens with a residence permit, as well as stateless persons who do not have a TIN will be registered as a taxpayer through the PINFL.

From 1 June 2021:

The Public Services Agency is the only authorized body for state registration of legal entities (with the exception of non-governmental non-profit organizations, banks and credit bureaus).

Also, it was established that state registration of state bodies and organizations that currently do not have a legal basis for registration, associations of legal entities, horticultural and viticultural associations, consumer, industrial and agricultural cooperatives, as well as lawyers' formations is carried out by the Centers of Public Services.
