Tashkent, Uzbekistan (UzDaily.com) -- Today, on 19 November, a meeting of the Committee of the Senate of the Oliy Majlis of the Republic of Uzbekistan on science, education and health was held in the form of videoconference.
During the meeting, the sides discussed issues that are expected to be considered at the ninth plenary meeting of the upper house of parliament.
At the meeting, which was attended by members of the Senate, senior officials of ministries and departments, experts and representatives of the media, at first, the discussion centered on the Law of the Republic of Uzbekistan "On the establishment of the honorary title of the Republic of Uzbekistan" Uzbekiston Respublika hizmat kursatgan geologist ".
It was noted that the honorary title "Uzbekiston Respubliksida Khizmat Kursatgan Geologist" ("Honored Geologist of the Republic of Uzbekistan") is awarded to geologists, engineering and technical workers of geological, geophysical, hydrogeological, topographic-geodetic and other industry services in the field of geology and exploration of mineral resources, as well as experienced specialists of research institutions for their great services in the preparation of qualified personnel for the geological industry with deep knowledge.
In connection with the adoption of this Law, appropriate changes and additions are made to the Law of the Republic of Uzbekistan "On State Awards".
In addition, at the meeting, the issue of the implementation of the Law of the Republic of Uzbekistan "On the openness of the activities of public authorities and management" by ministries, departments and local authorities was considered.
It was said that the working group of the Senate Committee of the Oliy Majlis on Science, Education and Health in a number of ministries studied the implementation of the Law of the Republic of Uzbekistan "On the openness of the activities of public authorities and administration" and revealed the presence of systemic problems and shortcomings in terms of ensuring openness.
In particular, the emphasis is made on the fact that the websites of some ministries do not contain sufficient information for users of social networks, and information and reports required by the public are not regularly updated.
The meeting also preliminarily discussed the report of the Cabinet of Ministers of the Republic of Uzbekistan on the progress of the implementation within nine months of 2020 of the State Program for the implementation of the Action Strategy in the "Year of Science, Education and Digital Economy Development".
It should be noted that the Government has created a unified system to ensure the implementation and continuous monitoring of the implementation of the State Program, which provides for the development of drafts of 163 normative legal acts and 121 programs of measures and other documents.
To date, 111 documents have been adopted within the framework of the State Program. In particular, control over the implementation of 2 laws, 5 resolutions of the Oliy Majlis, 18 decrees and 20 decrees of the President, 21 decrees and orders of the Cabinet of Ministers, 45 programs of events have been adopted and in accordance with the established procedure.
In addition, during the meeting, it was noted that the coronavirus pandemic had a negative impact on the continuous functioning of all areas in the country, including the timely implementation of the tasks identified in the Program. For example, 6 out of 173 items to be implemented in accordance with the Program are overdue for nine months of 2020.
The need for special attention was also noted to ensure the timely implementation of the tasks specified in the State Program.
An appropriate decision of the Committee was made on the issues considered.
