Civil servants cannot receive gifts from citizens or other interested persons

Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Justice of Uzbekistan commented on a draft law on gifts that can be given to civil servants.

Today, various misinterpretations of the draft Regulations on the value of a gift that can be received in connection with business trips, international and other official events to public civil servants, as well as the procedure for disposing of it, developed in order to minimize corruption risks in the public civil service, the agency notes.

The Ministry of Justice of Uzbekistan notes that, firstly, today, not only in Uzbekistan, but throughout the world, there is a tradition of giving and receiving gifts to government officials during various ceremonies, events, and meetings. This tradition is based on such values as hospitality, mutual respect in office work. The main purpose of the draft Regulation is the legal regulation of these values for civil servants, the establishment of clear boundaries, while eliminating corruption risks.

The draft Regulation indicates the value of a gift that can be received by a civil servant, as well as the requirements and specific criteria for disposing of it.

Secondly, the draft Regulations spell out the conditions for receiving a gift and its exact amount. According to this, gifts by state civil servants can only be received in connection with business trips, international and other official events. As a general rule, the value of a gift cannot exceed 5 sizes of basic estimated value.

It follows from these norms that state civil servants do not receive gifts from citizens or directly from other interested parties for the resolution of a particular case or further benefits, which is prohibited by law.

Thirdly, the issue of receiving a gift by civil servants is legally regulated by a number of developed countries, in particular, the cost of a one-time gift that a civil servant can accept should not exceed US$20 in the United States, the annual amount for senators is US$$350, for congressmen - US$$250, in Singapore - SGD 50, in the UK - 140 pounds sterling (US$160), in France - 35 euros (US$34), in the Russian Federation - 3 thousand rubles (US$49) and in Georgia - 150 lari (US$54).
