Chinese publication on the initiatives of the President of Uzbekistan to form a new democratic model of public administration

Tashkent, Uzbekistan (UzDaily.com) -- On the pages of the information and analytical publication Psearcher, an article was published under the heading "Progressive reform of the public administration system will serve to create effective mechanisms for communicating with the people."

The article reflects the measures taken in the republic to improve the efficiency of the system of dialogue with the people, the prompt solution of their problems, the legal documents adopted in this area, strengthening the partnership between the parliamentary and executive authorities, and others.

The publication notes that in the period 2017-2021, Uzbekistan gained its own positive experience of communicating with the people. Continuous dialogue with the people and serving the interests of the people have become not just a duty, but a life principle for leaders at all levels.

As the main transformations and reforms of the public administration system, initiated by the President of Uzbekistan, the following are noted:

- giving greater mobility and optimization of the management system of executive authorities, radical reform of the civil service and administrative procedures, including the provision of services to the population, the introduction of effective mechanisms to combat corruption;

- a phased transition to the principles of advanced public management and "smart" management, the active introduction of elements of public-private partnership and outsourcing into this system;

- reduction of licensing procedures, a significant reduction in the administrative influence on the sectors of the economy and the widespread use of market mechanisms.

Special attention is focused on the system of People’s receptions and the Virtual reception of the President of Uzbekistan, which has become a kind of democratic institution for working with citizens’ appeals.

It is emphasized that an innovative approach has been introduced into the system of providing public services, important steps have been taken to eliminate cases of bureaucratic red tape in relation to citizens. Single centers for the provision of public services to business entities on the principle of "single window" have been transformed into public service centers operating under the People’s Reception Offices of the President of Uzbekistan in districts (cities). The principle of "single window" will operate when servicing not only business entities, but also citizens. Since 2020, 143 types of public services have been provided through the centers.

The Online Consultant module has been created, bringing together 94 government agencies and departments. 24 types of public services have been transferred to electronic format, the number of services has reached 157. Individuals and legal entities can receive public services in any part of the country, regardless of the place of residence and postal address of legal entities.

In general, as the publication notes, the reforms of President Shavkat Mirziyoyev in the field of public administration, carried out in accordance with the noble idea “Living with the cares of people is the most important criterion of humanity”, are bearing fruit.
