Chairman of the Supreme Court Kozimjan Kamilov: "To turn the courts into a reliable defender of the rights of citizens and the legitimate interests of entrepreneurs"

Tashkent, Uzbekistan (UzDaily.com) -- Today, during the international conference “Uzbekistan: rapid reforms in five years,” the Chairman of the Supreme Court Kozimjan Kamilov noted that “today’s practice shows the inequality of a citizen with a government body or official, because his resources are more limited".

To protect the rights of citizens and the interests of entrepreneurs, administrative courts were created to consider cases of illegal actions (or inaction) of state bodies and officials. In 2017-September 2021, administrative courts considered 68 thousand applications and satisfied 44.3 thousand. In particular, 5.3 thousand decisions of khokims were declared illegal.

Administrative courts were empowered to consider applications from citizens related to compensation for damage caused by state institutions, as well as other legal consequences. It is planned to further strengthen the role and expand the powers of the administrative courts.

Chief Justice of the Supreme Court Kozimjan Kamilov spoke about the continuation of reforms in the judicial sphere.

He noted that the current priority is to ensure the true independence of the judiciary, expand the access of the population to justice, improve the mechanisms of judicial protection of the rights and interests of citizens in accordance with international standards.

Consistent continuation of reforms will cover the following tasks:

- to ensure effective work in practice of the principle of "one court - one instance";

- to expand the use of the Habeas Corpus institute to strengthen the guarantees of the rights and freedoms of citizens;

- adopt new editions of the Criminal and Criminal Procedure Codes;

- to ensure the full implementation of the principles and norms of international law, as well as the recommendations of the UN Special Rapporteur on the independence of judges and lawyers, Diego Garcia-Sayana;

- to reduce the workload of courts by implementing measures for pre-trial consideration of certain categories of cases;

-to carry out a reform of the Higher School of Judges in order to increase its effectiveness;

- to adopt the Law "On the Bodies of the Judicial Community".
