Tashkent, Uzbekistan (UzDaily.com) - A meeting was held at the International Press Center of the Central Election Commission of our country, which was attended by members of the CEC, as well as representatives of political parties and republican media.
On the agenda of the meeting, a regulation was approved on the procedure for the election campaign of deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Councils of deputies, observers from political parties and local governments. It should be noted that the election campaign begins on the day following the last day of registration of candidates by the Central Election Commission of the Republic of Uzbekistan, regional and district election commissions for elections to regional, district and city councils of deputies.
It was noted at the meeting that during the election campaign, candidates and political parties have equal access to state-owned media by providing the same amount of free airtime and print space.
Free airtime can be used by political parties and candidates for public debates, press conferences, interviews, speeches, meetings of voters, placement of candidates and so on.
In addition, it was reported that candidates for deputies and their proxies are provided with equal conditions for meetings with voters during their election campaign. Meetings with voters are held by candidates and their proxies on their own. A candidate or his proxy has the right to hold meetings with voters or participate in meetings with voters organized by another candidate. The meeting also examined the provisions on observers of political parties and representatives of civil self-government bodies. The main new addition here is the introduction of a norm in line with international standards for democratic elections. In accordance with this, observers from civil self-government will also be able to participate for the first time in the country's democratic electoral system.
During the meeting, as noted by the CEC member, Khudoyer Mamatov, the observer has the right to participate in all preparatory and ongoing elections, as well as during voting and on election day at each polling station. The purpose of observation is to exercise public control over the observance of electoral legislation in any preparation and conduct of elections, including on election day and vote counting. An observer from a political party may be a member or supporter of a political party or any citizen of the Republic of Uzbekistan who advocates for a political party. The chairman (elder) of citizens ’meetings, his deputy, adviser, as well as other officials of citizens’ self-governing bodies may be observers of the election process.
Members of the commission also considered the procedure for accrediting media representatives during the election campaign. According to the procedure, media representatives will be accredited for the wide, quick and free distribution of objective information during the election campaign, as well as for organizing their activities in accordance with the legislation of the Republic of Uzbekistan. Media representatives can apply to the CEC, regional, district and city election commissions for their accreditation, from the date of the official launch of the election campaign, at least fifteen days before the election.
Along with this, the meeting also examined the results of the formation of election commissions for elections to regional, district and city kengashes of people's deputies.
