Bureaucratic barriers to be reduced

Tashkent, Uzbekistan (UzDaily.com) -- At a regular meeting of the Legislative Chamber of the Oliy Majlis, held on 8 September 2020, the people’s representatives discussed in the second reading a bill developed to ensure the implementation of the Resolution of the President of the Republic of Uzbekistan "On measures to further reduce bureaucratic barriers and introduce modern management principles in the activities of state bodies and organizations" from 9 December 2019.

The bill introduces appropriate changes and additions to the laws of the Republic of Uzbekistan "On water and water use", "On the protection of atmospheric air", "On employment of the population", "On guardianship and trusteeship", "On the protection and use of flora", "On the forest", Code of Administrative Responsibility, Labor Code.

In particular, article 80 of the Labor Code of the Republic of Uzbekistan excludes the requirement to submit a certificate of residence when applying for a job. According to the deputies, this will remove unnecessary bureaucratic barriers for citizens to conclude labor contracts.

An amendment will be made to the Law "On Employment of the Population" that the function of the executive authorities to determine the transport accessibility (permissible distance) of the place of work is transferred to the regional (city) centers for promoting employment of the population. This means the transfer of non-specific powers of local authorities to district (city) employment promotion centers.

Thus, amendments and additions have been made to a number of the above laws, with the exception of functions and powers that provide for the adoption of decisions on the restriction, suspension and termination of the activities of individuals and legal entities, entrepreneurs, as well as eliminating bureaucratic barriers.

After active discussions, the bill was adopted in the second reading.
