Author’s article of the President - the manifesto of the "New Uzbekistan" presiding over the SCO

Tashkent, Uzbekistan (UzDaily.com) -- The author’s article by President Shavkat Mirziyoyev "Samarkand SCO summit: dialogue and cooperation in an interconnected world", published in the central publications of the Republic of Uzbekistan on 12 September this year, aroused great interest in the international community. Its main provisions are distributed in the leading media abroad, commented on by representatives of not only expert-analytical, but also socio-political, scientific and academic circles of foreign states.

The interest stems from many aspects of this publication, including the unique nature of its form and content. This is one of the first precedents in the diplomatic practice of Uzbekistan, when the Head of State delivers an author’s article on the topic of the upcoming international summit, in which he himself will participate. There are no other such examples, with the exception of the publication in the English version of the Turkish newspaper Hurriyet Daily (Turkey) of an article by President Shavkat Mirziyoyev on 15 October 2019, on the eve of the Turkic Council summit in Baku.

The appearance of such a special publication is evidence of the personal attention of the Head of State to the chairmanship of Uzbekistan in the SCO and the upcoming summit in Samarkand, which will be the culminating point of the Uzbek chairmanship in this largest regional organization of Eurasia.

The article is clearly structured and written in a language accessible to a wide range of readers, which increases its social and political significance. It presents the vision of the head of Uzbekistan on the current state and prospects for the development of the situation in the world and in the SCO space, his leadership outlook and approaches to the chairmanship of our country in this organization.

It can be seen from the content of the article that the leader of Uzbekistan thinks broadly in a modern way, deeply analyzes the ongoing international processes and draws reasonable and carefully thought-out conclusions about the prospects and priorities for achieving peace and harmony, sustainable development in a vast region.

Such an article can be called a manifesto of a responsible statesman on an international scale, aimed at ensuring the feasible contribution of his country to the cause of strengthening dialogue, mutual understanding and cooperation both at the regional level and globally. The publication of this material on the eve of the "big summit" of the SCO strengthened the timeliness of the significant message contained in the President’s author’s article for the international community.

The main message is that in today’s closely interconnected and interdependent world, most of the new challenges to sustainable development and human security require the joint work of states not only at the regional, but also at the global level.

The Samarkand SCO summit “will set an example of how to launch a new, inclusive dialogue based on the principles of mutual respect, trust, constructive cooperation for the sake of common security and prosperity.

Samarkand can become exactly the platform that can unite and reconcile states with different foreign policy priorities.”

It is difficult to assess the full significance of such an important text immediately after its appearance in the press, it can be noted with confidence that the article of the President will be carefully studied in Uzbekistan and abroad during the days of the summit in Samarkand and after it, and over time will become the subject of scientific papers on international relations, foreign policy of the "New Uzbekistan" and the role of the SCO in the emerging new world order.
