Antimonopoly Committee: Half of the billboards in Tashkent were installed illegally

Tashkent, Uzbekistan (UzDaily.com) -- The Antimonopoly Committee reacted to the massive demolition of advertising structures in Tashkent. At the beginning of the week, messages about the dismantling of hundreds of outdoor advertising structures in Tashkent without any legal basis spread on social networks.

This work, noted by users, is carried out by employees of district khokimiyats with the support of law enforcement agencies.

The Antimonopoly Committee reported that the procedure for installing advertising structures is regulated by a resolution of the Cabinet of Ministers "On regulation of the outdoor advertising market." In accordance with it, uniform operating mechanisms have been introduced for the allocation of territories (land plots) for the construction and installation of objects (structures) of outdoor advertising, determining the size and other issues.

In accordance with the decisions of the regional khokimiyats, special working groups were created that monitored the implementation of the legislation.

In particular, it was found that 7,108 (57.7%) out of 12,318 outdoor advertising objects placed in the country did not meet the requirements of the legislation.

Of these, about 3,207 or 50% of the 6,630 structures located in Tashkent also do not meet the requirements.

Illegally installed banners in the country:

2 094 - located on the road section

201 - do not meet the requirements of the intermediate distance

1,353 - do not have official owners

3 460 - other inconsistencies with the requirements of the resolution were revealed.

As for Tashkent, then:

1,459 - installed on a road section

124 - do not meet the requirements of the intermediate distance

1 104 - have no official owners

520 - have other inconsistencies with legal requirements.

The Antimonopoly Committee added that the country plans a phased change of outdoor advertising objects placed until 31 December 2020 on the central thoroughfare of the first level, and until 31 December 2021, on the central thoroughfare of the second level, to high-tech structures (monitors).

The committee asked both parties to the conflict (owners of billboards and special services that demolish them) to strictly comply with the requirements of the law.
