Tashkent, Uzbekistan (UzDaily.com) – In line with the presidential decree from 19 March 2020. No. UP-5969, it is determined that the funds from the specially created Anti-Crisis Fund under the Ministry of Finance in the amount of 10 trillion soums [of the order of US$1.05 billion] are used, among other things, to provide interest-free budget loans to strategic enterprises to repay loans attracted under state guarantees, as well as to incur priority expenses.
The decision of the head of state established that the sources of the Anti-Crisis Fund are state budget funds, soft loans from international financial institutions (IFIs) and other sources not prohibited by law. At the same time, the Cabinet of Ministers was instructed to take measures to attract external borrowings in the amount of up to US$1 billion in 2020 through soft loans from IFIs and other sources in order to ensure financing of the State Budget and the Anti-Crisis Fund.
At the same time, the Ministry of Economic Development and Trade, the Ministry of Finance was instructed to create a list of additional infrastructure projects financed at the expense of the Anti-Crisis Fund for 2020 within one month in the regions that include construction, reconstruction and repair:
- infrastructure facilities of small industrial zones - 400 billion soums;
- streets of cities and other settlements, maintenance of public roads - by 1 trillion. soums;
- water supply and sanitation facilities - by 500 billion soums;
- objects of irrigation and land reclamation - for 400 billion soums;
- health facilities - by 500 billion soums;
- general schools and other social facilities - 800 billion soums;
- other facilities that provide increased economic activity and employment, including the expansion of mortgage lending.
In addition, the NBU was instructed to revise the loan repayment schedules of Uzbekistan Airways JSC for US$111 million within a month, with the suspension of debt payments for 2020.
