Anti-Corruption Agency Identifies 386 Unjustifiably Hidden Decisions by Local Authorities

Tashkent, Uzbekistan (UzDaily.com) — The Anti-Corruption Agency of Uzbekistan has uncovered cases of unjustified concealment of decisions and orders issued by local executive authorities.

The review was conducted in line with a Presidential decree mandating oversight of transparency in publishing documents through the “E-qaror” system. It focused on decisions from regional, district, and city hokimiyats marked as “hidden” or “for official use only.”

Analysis revealed that out of 1,907 such decisions made this year, 386 were unjustifiably concealed. These included 68 documents related to organizational structure approvals, 46 on allocation of funds, 34 concerning awards and commendations, 156 on personnel appointments, and 82 other administrative decisions.

The highest numbers of unjustifiably hidden documents were recorded in Ferghana (67 documents, 44%), Khorezm (32, 39%), Bukhara (58, 37%), Kashkadarya (41, 26%), and Samarkand (38, 15%) regions.

Following the review, the Agency issued recommendations to the Council of Ministers of the Republic of Karakalpakstan, regional hokimiyats, and the Tashkent city administration, demanding disclosure of 68 identified decisions and measures against officials responsible for the violations. Investigations into the remaining documents are ongoing.
