An open electronic register of individuals convicted of corruption-related crimes will be maintained

Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree "On measures to create an environment of uncompromising attitude to corruption, sharply reduce corruption in public administration and expand public participation in it" was adopted.

According to the decree, an "open electronic register of individuals convicted of corruption crimes" will be maintained.

Individuals included in the register are prohibited from:

  • admission to the civil service and awarding with state awards;
  • nomination of candidates for elected and appointed positions;
  • inclusion in the membership of public councils and interdepartmental collegial bodies under state bodies;
  • participation of their business as a participant (executor) in public procurement and public-private partnership agreements;
  • hold senior positions in organizations with a state share of more than 50% and public educational institutions.

According to the decree, from 1 January 2022, a system of mandatory declaration of income and property of civil servants, heads and deputies of organizations with a state share of more than 50%, state enterprises and institutions, their spouses and minor children will be introduced.

Failure to file a declaration and intentionally entering incorrect information will result in his / her exclusion from public service and liability.

From 1 January 2022, civil servants will be prohibited from opening bank accounts, keeping cash and owning other property abroad.

Situation that affects or may affect an official’s objective and impartial performance of his or her personal interest obligations is considered as a conflict of interest.

Failure to take action to disclose and prevent a conflict of interest will result in liability.

Draft laws that will address the followings will be developed:

  • Establish a clear list of articles in the Criminal Code that fall into the category of corruption crimes;
  • Sharpening the severity of a punishment for corruption crimes until the measure of long-term imprisonment;
  • Liability for the acquisition of illicit wealth identified in the declaration of income and property;
  • Restrictions on the application of mitigating circumstances to those who have committed corruption crimes;
  • "On the settlement of conflicts of interest";
  • "On the declaration of income and property of civil servants."
