Tashkent, Uzbekistan (UzDaily.com) -- On 12 October 2020, an international video conference was held on the regional review of the Global Compact for Migration of the International Organization for Migration in the region of the UN Economic Commission for Europe (UNECE). It was attended by representatives of UN structures, leaderships of various countries, a number of international organizations dealing with migration and labor rights.
During the international forum, issues of the implementation of the IOM Global Compact on Migration in the regional context were discussed.
Tanzila Narbaeva, Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan, spoke as the main guest at the videoconference. In her speech, T. Narbaeva noted that cooperation with the International Organization for Migration is important for Uzbekistan, which has reached a new level in connection with the accession of our republic in 2019 to the Organization as a full member. In this regard, the Chairperson of the Senate of the Oliy Majlis informed the forum participants about the worthy contribution of our country to support regional and global initiatives for cooperation in the field of international migration. It was noted that Uzbekistan was among the first countries to support the Global Compact for Safe, Orderly and Regular Migration. Our country was also the first in the region to provide information on measures to implement the Global Compact at the national level.
Today, Uzbekistan is actively working to minimize the adverse impact of various factors that force people to leave the country. In particular, large-scale measures are being taken to create new jobs, employ the population, especially young people. State social programs are being implemented to improve the welfare of the population.
Along with this, the process of building an effective migration management system is under way. In recent years, the legislative and institutional framework of this area has been improved.
So, in order to regulate the activities of private employment agencies in August 2020, amendments were adopted to the Law of the Republic of Uzbekistan "On Private Employment Agencies", according to which the agencies will provide services for the employment of persons looking for work outside the country without charging payment. Their services are covered by employers' funds.
In September 2020, the Resolution of the President of the Republic of Uzbekistan "On measures to introduce a system of safe, orderly and legal labor migration" was adopted, which focuses on improving the activities of authorized bodies in the field of external labor migration. It also outlines the tasks of training persons wishing to work abroad, protecting the rights of citizens during their stay abroad, ensuring the employment of returned labor migrants, as well as social support for their families.
In turn, the forum participants highly appreciated the measures taken by Uzbekistan in this direction.
As noted by the participants, the "Global Compact for Safe, Orderly and Regular Migration" became the first global UN agreement on a common approach to international migration in all its dimensions. It was approved by 156 states, including our country.
During the international conference, an exchange of views took place on the main aspects of achieving the goals of the Global Compact on Migration. In particular, the emphasis was placed on simplifying access to legal migration channels and increasing their flexibility, promoting fair and ethical recruitment of workers and ensuring conditions for decent work, and other issues.
