AFD to Provide UMRC with €30 Million Loan for Energy-Efficient Housing
Tashkent, Uzbekistan (UzDaily.com) — On 27 November 2025, the French Development Agency (AFD) signed a non-subsidized loan agreement with JSC Uzbekistan Mortgage Refinancing Company (UMRC), establishing a new partnership with the state financial institution, according to the AFD Office in Central Asia.
The loan, equivalent to €30 million in Uzbek soums, will be AFD’s first local-currency operation in Uzbekistan. Funds will be used to create a credit line for financing energy-efficient home renovations for Uzbek households.
UMRC, operating as a second-tier financial organization through a network of 11 partner banks, both state-owned and private, has unique capabilities to encourage financial sector participation in upgrading housing with improved energy efficiency.
The credit line will be complemented by a technical assistance grant of €400,000, aimed at enhancing the capacity of UMRC and its partner banks, as well as improving the functionality of the “Green Renovation” online platform.
This initiative is expected to become a key step in the development of environmentally sustainable and energy-efficient housing in Uzbekistan.
