Tashkent, Uzbekistan (UzDaily.com) -- Resolution of the President "On measures for the widespread introduction of modern information and communication technologies in the activities of the bar" was adopted

According to the Resolution, from 1 January 2023:

- issuance of a license for the right to engage in advocacy is carried out through the information system "License" with the preservation of the current procedure for passing the qualification exam by the applicant;

- state registration, re-registration and liquidation of lawyer structures is carried out through the Single portal of interactive public services (SPIPS);

- to start advocacy, composite services are provided for passing a qualification exam, obtaining a license to practice advocacy and state registration of law firms.

From 1 January 2023, the Legal Assistance information system will be launched, which provides for the digitalization of the processes of providing legal assistance to citizens, the integration of the legal profession with the activities of courts, law enforcement agencies and other government agencies.

Within this information system:

- an electronic register of lawyers and a personal electronic office of a lawyer are formed;

- through a personal electronic office of a lawyer, an opportunity is provided for an online dialogue with individuals

and legal entities, online conclusion, at the request of the principal, of an agreement (agreement) on the remote provision of legal assistance using an electronic digital signature, as well as the provision of legal assistance online;

- electronic document management is being introduced between the bar, courts, law enforcement and other government agencies;

- it is possible to electronically notify a lawyer by officials of the body conducting the pre-investigation check, the inquiry officer, the investigator, the prosecutor or the court about the time and place of the pre-investigation check, inquiry, investigative actions or court session;

- the practice of sending a lawyer’s request in electronic form and submitting the necessary documents for the provision of legal assistance based on a lawyer’s request in electronic form is being introduced;

- the suspension of the status of a lawyer at the request of the lawyer himself is carried out in electronic form by sending a notification by the lawyer.

According to this Resolution, from 1 February 2023:

- the practice of issuing an "Electronic order of a lawyer" with a QR code is being introduced;

- when issuing an order in paper form, it is entered into the information system "Legal Assistance";

- the requirements for the form of a lawyer’s request, including the attachment of a copy of the warrant to it, as well as the maintenance of a ledger of warrants, are abolished.

In connection with the implementation of the information system "Legal Assistance":

- attraction of a lawyer to work at the expense of the state is carried out by random electronic selection;

- the procedure for organizing advanced training for lawyers online and issuing documents confirming advanced training in electronic form is being introduced;

- the collection of statistical information from lawyer structures in the traditional form is canceled with the introduction of automatic generalization of this information.
