About 1,002 medical posts to be created in remote mahallas

Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan signed a resolution on additional measures to bring primary health care closer to the population and improve the efficiency of medical services.

According to the resolution, starting from 1 January 2023, family doctor’s points will be created on the basis of branches of family clinics in the regions.

The working hours of day hospitals in family doctor’s offices, family polyclinics and multidisciplinary central polyclinics of districts (cities) are extended until 20.00, from 1 June 2022, a salary supplement is established for medical workers working in these hospitals.

From 1 May 2022, mahalla medical centers are being created in mahallas remote from primary health care facilities.

Preventive medical examinations of the population, screening programs and patronage are carried out exclusively in the manner and terms approved by the Ministry of Health, while the interference of other organizations in this process is not allowed.

From 1 July 2022, all doctors working in family doctor’s offices and family polyclinics in remote and hard-to-reach areas are given a monthly salary supplement of an additional 2 million soums, and up to 50 percent of the cost of housing is covered from local budgets, acquired by them on the basis of a mortgage loan, but not exceeding five hundred times the size of the basic estimated value.

Doctors who have worked continuously for three years in remote and hard-to-reach areas are admitted to clinical residency without tests.

Starting from 1 September 2022, doctors will be allowed to run an individual family practice.

This does not require the opening of a separate medical institution, doctors of this category are allowed to provide medical services at their homes or in rented premises.

This practice will be introduced first in Syrdarya region by the end of 2022, and then gradually in other regions.

Starting from 1 August 2022, a new rating system for evaluating the performance of family doctor posts and family clinics will be introduced.

Wherein:

the main criteria are indicators of weight loss, adherence to the principles of proper nutrition, increased physical activity, prevention of heart attack, stroke, diabetes and oncological diseases in the territory;

every 6 months, medical workers who have achieved positive results are encouraged, medical institutions that have shown the best results are awarded with a cash bonus and valuable gifts;

the rating system is being implemented in 2022 at eleven family doctor points and family clinics in the Almazar district of Tashkent and twelve family doctor points and family clinics in the Uychi district of Namangan region, from 2023 - in stages in all regions of the country.

From 1 September 2022, a procedure for reporting the heads of the healthcare system to local Kengash of People’s Deputies and makhalla assemblies of citizens will be introduced. 

Until 1 November 2022, a mobile application will be created that has the ability to provide information on the volume of medical services and medicines provided by the state to the population free of charge.

By the end of 2022, interregional neurosurgery centers without the status of a legal entity will be created on the basis of neurosurgery departments of clinics of higher medical educational institutions in Andijan, Bukhara and Khorezm regions.

In addition, the badge “Khalk salomatligi posboni” will be established for medical workers and members of the public who promote a healthy lifestyle in their mahalla and set a personal example.

According to the Decree, from 1 June 2022, the practice of free vaccination against hepatitis B for employees of state medical institutions directly working with blood is being introduced.

The practice of performing high-tech operations annually on up to 1,000 sick medical workers who do not have benefits, who have been working in state medical institutions for many years, will also be introduced.
