A working group discusses a draft "roadmap" to curb crime

Tashkent, Uzbekistan (UzDaily.com) -- A meeting of a working group was held in the city of Nukus of the Republic of Karakalpakstan to discuss the draft roadmap to curb crime, further improve crime prevention, ensure justice and create a zone free of corruption.

The meeting was attended by Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva and in her speech focused on the tasks of the members of the working group to ensure the rule of law, crime prevention and anti-corruption.

During the meeting, it was noted that at the video conference held on 30 June under the chairmanship of the head of state, specific tasks were identified to ensure justice and combat corruption. Members of the working group, created to carry out the protocol instructions of this meeting, developed a draft "roadmap" to curb crime, further improve crime prevention, ensure justice and create a zone free of corruption, covering 13 areas and consisting of 70 points. In addition, the deadlines for the implementation of all activities are specifically set, and the heads of the relevant ministries and departments are identified as responsible for each item.

On the basis of instructions given by the President during his visit to the Republic of Karakalpakstan on 2 October 2020, special preventive measures are being taken in the makhallas with persons prone to committing crimes, and legal and propaganda work is being carried out. It turns out that comprehensive assistance to low-income citizens in ensuring their employment. At the same time, special attention is paid to reducing crime by lifting needy families out of poverty, ensuring the employment of their able-bodied members and increasing the responsibility of sector leaders. In areas where the number of crimes has increased, the patrol route is increasing, targeted preventive measures are being intensified in territories with a stable criminal situation.

In January-October 2020, not a single crime was committed in 201 mahallas, in 18 mahallas the number of crimes decreased. In 9 districts, no crimes were committed by minors, in 2 districts - by women. The number of road accidents in comparison with the same period last year also decreased by 50. The commission of such crimes as theft and robbery was not allowed.

At the same time, the number of crimes committed in January-October 2020 increased by 411 or 39.6% compared to the same period of last year. The analysis of crimes showed that among minors and women the number of less grave, grave, especially grave crimes increased.

Over the past 10 months of this year, the courts for criminal, civil, administrative cases and economic courts have considered more than 23 thousand cases, of which 17.5 thousand cases have been decided upon. In addition, at the meetings, the report of the chairman of the Interdepartmental Anti-Corruption Commission is regularly heard, the necessary measures and decisions are taken. Specific tasks are assigned to the heads of the respective sectors and executive bodies.

As a result of the measures taken by the prosecutor’s office in January-October 2020, 43 criminal cases were initiated on corruption, of which 58 persons were brought to criminal responsibility in 42 cases. In the course of the investigation, the material damage was recovered in the amount of 9 billion 530 million soums.

During the meeting, the members of the Working Group expressed their views and proposals on the need to conduct direct work in makhallas and rural areas with disadvantaged families, unorganized youth and women in difficult situations, to further improve the legal awareness and culture of the population and early crime prevention, as well as to establish the causes the emergence of crime in the "Days of crime prevention", on a regular basis campaigning and propaganda activities among the population. 

It was noted the need to increase the openness, publicity and transparency of the activities of courts and investigative bodies and their material and technical support, to further strengthen the interaction of judicial bodies with the People’s reception offices, district, city Kengashes of people’s deputies, to continue holding field trials in mahallas and organizations where the crime was committed.

Measures have also been determined for the timely and high-quality fulfillment of the tasks defined in the "Roadmap".
