A session of the Kengash of the Senate of the Oliy Majlis was held in Tashkent region

Tashkent, Uzbekistan (UzDaily.com) -- On 6 October 2020, an offsite meeting of the Kengash of the Senate of the Oliy Majlis was held in Tashkent region. It was attended by members of the Senate, experts of the Accounts Chamber, representatives of Tashkent regional khokimiyat, deputies of regional, city and district Kengashes, members of the Youth Parliament under the Senate, representatives of ministries and departments, regional activists and media workers.

During the meeting, chaired by the Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva, the results of the study of the state of work carried out on the integrated development of Tashkent region were discussed. In particular, they analyzed the execution of orders given by the head of state during his visit to the region, the state of projects within the framework of investment programs, the implementation of the state order to create new jobs, the effectiveness of attracting additional sources to local budgets and their use.

It was noted that in the first half of this year, the gross product of the region amounted to 26 trillion. 506.3 billion soums, which means an increase of 101.5% compared to the same period last year. In the gross product of the region, the share of industry was 47.2%, agriculture - 23.9%, construction - 5.1%, services - 23.8%.

In the course of the study, along with the work done in these areas, some system errors and shortcomings were identified. So, out of 4155 orders reflected in 655 normative legal acts adopted by the President of the Republic of Uzbekistan, 41 were not completed on time and in full. In the course of studying the execution of 30 investment agreements, the implementation of which was planned during the visits of the head of state to the region, it was found that the execution of 14 agreements worth US$622.4 million was suspended, the implementation of 7 agreements worth US$339.3 million was delayed, and 5 projects worth US$450 million did not start at all. At the same time, out of 909 projects to be implemented within the framework of investment programs, the execution of 233 is lagging behind.

Although the localization rate in production localization reports was 67.7% in 2019 and 56% in the first half of 2020, the study showed that this figure in the region was 48.6% and 51%, respectively. Products similar to those produced under the localization program were imported due to the assumption of cases of registration in the reports.

There are certain drawbacks in fulfilling the state order for job creation. In particular, despite the fact that the planned indicator for 7 directions of the state order (30 401 jobs) was fulfilled in the amount of 32 847 jobs or 108%, 5 439 jobs were not created in 2 directions. In a sample study by territories and areas of jobs that were not actually created in 2019, it was found that their number was 797 more than the number indicated in the reports.

During the meeting, the reasons for these and other shortcomings were analyzed, and measures were outlined to eliminate them. In particular, the program of measures developed by the Senate and the Accounts Chamber of the Oliy Majlis to eliminate and prevent in the future the shortcomings identified during the study conducted in Tashkent region was approved. In particular, it defines such measures as the development of a schedule for the analysis to study 126 projects worth US$10.9 trillion. soums, the deadline for which is delayed, and the commissioning of 107 projects worth 20.7 trillion. soums, as well as replacing unpromising projects with similar projects and ensuring their timely implementation.

On the issues discussed at the meeting, a corresponding resolution of the Kengash of the Senate of the Oliy Majlis was adopted.
