Tashkent, Uzbekistan (UzDaily.com) -- On 18 June 2022, a joint meeting of the Kengashes of the Senate and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was held.
It was attended by members of the Kengashes of the chambers of the Oliy Majlis, deputies, senators and representatives of the media.
At the joint meeting, information was heard on the activities of the Constitutional Commission on the formation of proposals for amending the Constitution of the Republic of Uzbekistan and the implementation of organizational measures over the past period.
It was noted that the last month for the parliament was full of important events related to the start of processes aimed at sustainable development and strengthening the constitutional and legal foundations of the life of our state and society, the construction of New Uzbekistan.
In particular, the Charter of the Constitutional Commission was approved by the joint Resolution of the Kengashes of the chambers of the Oliy Majlis, the activities of its consolidated information-analytical and working groups for working with proposals, as well as the Press Service, were established.
In order to ensure the effectiveness of the work of the Constitutional Commission, specialists from research institutes, relevant ministries and departments, experts in the field are widely involved. Most importantly, the constitutional experience of foreign countries was deeply and comprehensively studied.
The consolidated information-analytical and working groups for working with proposals created under the Constitutional Commission operated around the clock 24/7, accepting proposals from representatives of the general public on amendments and additions to the Constitution through various means of communication.
In order to broadly explain the constitutional reforms among the population, members of the Constitutional Commission, deputies and senators organized a number of meetings in the regions, held direct dialogues with the population. Thus, representatives of the general public were acquainted with the essence and significance of the constitutional reforms being carried out today.
During the reporting period, clear mechanisms have been introduced for the continuous, timely acceptance, response and generalization of opinions and proposals of the population, a system has been established for receiving them via the electronic platform www.bumeningkonstitutsiyam.uz or the short number of the Call Center 1341, as well as e-mail, through mahallas and local Kengash of people’s deputies, a special bot in the Telegram messenger.
A significant part of the proposals received from the population over the past period is about protecting the honor and dignity of a person, reflecting in the Basic Law the norms for developing the institution of the family, and preserving our noble universal human values.
It is noteworthy that today our people come up with proposals to reflect in the Basic Law and strengthen in it constitutionally guaranteed norms for organizing the provision of high-quality and qualified medical services, developing education, strengthening social protection, prioritizing the environment, protecting private property, and fighting corruption.
At the meeting, it was noted that 4 meetings of the Constitutional Commission would be held within a month for the timely consideration and analysis of opinions and proposals received from all segments of the population, after a detailed discussion of which, a draft law on amendments and additions to the Constitution of the Republic of Uzbekistan was developed.
Also, in order to provide our citizens with prompt, objective and complete information about the essence and content of the amendments and additions to the Constitutional reforms, interaction has been established with television and radio channels, newspapers and magazines, as well as online publications. Over the past period, more than 10 thousand speeches and information have been covered in the media.
The press service of the Constitutional Commission held 3 briefings and 1 press conference, organized 2 International Press Clubs. It is noteworthy that during the reporting period, SMS notifications were sent to citizens through all mobile operators about the opportunity created for them to send their proposals for amendments and additions to the Constitution, thereby actively participating in the process of ongoing Constitutional reforms.
At the joint meeting, proposals for introducing amendments and additions to the Constitution of the Republic of Uzbekistan were discussed in detail.
It was noted that to date, more than 35,000 proposals have been received from representatives of the general public to introduce amendments and additions to the Constitution of the Republic of Uzbekistan.
In these proposals, special attention is paid to the issues of ensuring the rights, freedoms, honor and dignity of a person on the basis of the principle "man - society - state", strengthening social protection, creating decent working conditions, providing comprehensive support to young people, developing the fields of education and science, further strengthening the immunity private property, enhancing the role of civil society institutions, developing the institution of the family, preserving our rich historical and cultural heritage, protecting environmental rights and the environment.
As a result of the meeting, a corresponding resolution was adopted on the agenda items.
