Tashkent, Uzbekistan (UzDaily.com) -- A resolution of the President “On additional measures aimed at ensuring the effective operation of the Unified interdepartmental electronic system of performing discipline “Ijro.gov.uz” was adopted.
According to the resolution, the following procedure has been introduced to ensure the execution of legislative acts and instructions:
- the first stage - the Presidential Administration sends legislative acts and instructions to the Ministry of Justice for submission to the “Ijro.gov.uz” system;
- the second stage - the Ministry of Justice enters into the “Ijro.gov.uz” system the orders accepted for control, based on these orders, determines the responsible executors and the deadlines for execution;
- the third stage - state bodies and organizations, local executive authorities, business associations ensure the full and timely execution of legislative acts and instructions and enter the relevant data into the electronic system in the prescribed form;
- the fourth stage - the Ministry of Justice checks the completeness and reliability of information on the execution of legislative acts and instructions, approves or sends them to the responsible executors for revision;
- the fifth stage - the Cabinet of Ministers checks the completeness and reliability of the data, approves or sends them to the responsible executors for revision, and also critically examines the effectiveness of the execution at meetings of the Presidium on a monthly basis and submits information to the Presidential Administration;
- the sixth stage - the Accounts Chamber checks the completeness and accuracy of the data entered by the responsible executors, verified by the Ministry of Justice and the Government, removes them from control or sends them to the responsible executors for revision;
- the seventh stage - the Presidential Administration coordinates the activities of organizations exercising control over the implementation of legislative acts and instructions.
The resolution defines the priority areas for creating a single and continuous "technological chain" to strengthen the performing discipline.
The Temporary Regulation on the procedure for organizing the execution of laws, decrees, resolutions, orders and orders of the President through the Unified Interdepartmental Electronic System of Execution Discipline “Ijro.gov.uz” was approved.
Information about the work done on the execution of orders, the deadlines for which are not defined or determined and are one year or more, are entered into the “Ijro.gov.uz” system every six months.
The deadlines for the execution of orders are considered by the Ministry of Justice and, if necessary, by the government and extended on the basis of the conclusion of the Accounting Chamber and with the permission of the President.
