A number of issues were discussed at Senate’s committee meetings

Tashkent, Uzbekistan (UzDaily.com) -- On 7 May 2020, in the form of video conferencing, meetings of the committees of the Senate of the Oliy Majlis were held.

They were attended by senators, senior officials of ministries and departments, experts and representatives of the media. The meetings tentatively discussed issues to be considered in the framework of the fourth plenary session of the Senate.

Thus, the Committee on Judicial Legal Issues and the Fight against Corruption discussed the Law of the Republic of Uzbekistan “On Amendments and Additions to Some Legislative Acts of the Republic of Uzbekistan in Connection with Increasing Responsibility for Illegal Withdrawal of Land Plots”.

It was noted that in recent years, with the seizure of land, facts of non-compliance with the procedure established by law have been recorded. In this context, the Law will serve to guarantee the property rights and legitimate interests of citizens and business entities by strengthening responsibility for non-compliance with the procedure for withdrawing a land plot and causing damage to their owners as a result.

Then, the Law of the Republic of Uzbekistan “On Amending and Adding to the Code of Criminal Procedure of the Republic of Uzbekistan aimed at strengthening the protection of the rights and freedoms of citizens participating in the criminal process” was examined. The document introduces amendments to the Code of Criminal Procedure aimed at protecting the individual from aggression, protecting the rights and freedoms of citizens, the interests of society and the state.

Also, during the Committee meeting, the reports of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) and the Prosecutor General on their activities in 2019 were heard.

At a meeting of the Committee on Budget and Economic Reforms, the Law of the Republic of Uzbekistan “On Amendments and Additions to the Law of the Republic of Uzbekistan “On the State Budget of the Republic of Uzbekistan for 2020 ”was discussed. It was noted that this Law was developed on the basis of relevant decrees and resolutions of the President adopted during the quarantine period. The law is aimed at ensuring the stability of the State budget during a pandemic and optimizing costs, taking into account priority areas.

Then, the Law “On Amendments and Additions to the Law of the Republic of Uzbekistan“ On State Duty ”was examined, which abolishes the separate rate of state duty for drawing up contracts for the sale of real estate in new buildings in the city of Tashkent and the Tashkent region by citizens of the Republic of Uzbekistan permanently residing in the Republic of Uzbekistan and having permanent residence in other regions of the republic. Exemption from state duty is provided for by applications of certain government bodies filed with the courts in the interests of the state. During the meeting, other aspects of this Law were also discussed.

The reports of the Accounts Chamber and the Central Bank on their activities in 2019 were also discussed.

During the meeting of the Committee on International Relations, Foreign Economic Relations, Foreign Investment and Tourism, the issue of cooperation between the Republic of Uzbekistan and the Eurasian Economic Union was considered. It was noted that the Jokargi Kenes of the Republic of Karakalpakstan, regional and Tashkent city, district and city Kengashes of people’s deputies discussed this issue in detail and supported the proposal on the participation of the Republic of Uzbekistan in the Eurasian Economic Union in the status of "observer state". The meeting focused on other aspects of this issue.

During the meeting of the Committee on Defense and Security, the Law of the Republic of Uzbekistan “On Amendments and Additions to the Law of the Republic of Uzbekistan “On the List of Categories of Citizens of the Republic of Uzbekistan Subject to Permanent Residence in the City of Tashkent and Tashkent Region ”was considered. It was noted that the approval of this law will serve to form an effective legislative framework of direct action in the registration system, strengthen legal mechanisms to ensure the rights and freedoms of citizens of the Republic of Uzbekistan in terms of movement through the country. In this context, the norms introduced by this document are discussed from an analytical point of view.

During the meeting of the Committee on Agricultural, Water Management and Ecology, the Law of the Republic of Uzbekistan “On Amendments and Additions to the Code of the Republic of Uzbekistan on Administrative Responsibility” was in the spotlight. In addition, opinions were expressed on other issues.

At a meeting of the Committee on Youth, Culture and Sports, the Law of the Republic of Uzbekistan “On Publishing Activities” was discussed. The Law of the Republic of Uzbekistan “On the establishment of the order “Fakhriy Murabbi” was also previously considered.

During the meeting of the Committee on Science, Education and Health, the laws of the Republic of Uzbekistan “On the establishment of the Salomatlik Order” and “On the establishment of the Soglom Turmush Medal” were considered. At the time when the coronavirus pandemic continues in the world, special attention was paid to health issues in our country, measures were taken to organize a healthy lifestyle while ensuring human health, educating the developed generation, which gives its results.

Thanks to the perseverance of our dedicated doctors, generous and noble compatriots, the courage of our people, united in these days of trial, our country is able to curb the epidemic. In this regard, the meeting emphasized that time itself requires the establishment of the Salomatlik order.

During the meeting of the Committee on Women and Gender Equality, opinions and relevant proposals were expressed on the issues under discussion, which are to be considered at the fourth plenary meeting.

During the meeting of the Senate Commission on facilitating the activity of representative local authorities, the work carried out in the regions within the framework of the nationwide movement “Kindness and Support”, issues related to parliamentary control, increasing parliamentary activity during the pandemic, and conducting sessions in model Kengashes .

At the same time, attention is focused on issues of strengthening parliamentary control over strict compliance with sanitary rules in areas where quarantine measures are gradually being canceled, local Kengashes examining opinions on the implementation of relevant requirements by entrepreneurs who want to restore their activities on the basis of quarantine requirements, and solving their problems.

The relevant decisions of the committees were adopted on issues considered during the meetings.
