Tashkent, Uzbekistan (UzDaily.com) - A Presidential Decree "On additional measures to strengthen the personal responsibility of heads of state administration bodies and local executive authorities for the effective organization of the implementation of legislative acts" was adopted.
According to the Decree, a completely new system of monitoring the execution of legislative acts and instructions is being introduced through the “Ijro.gov.uz” system.
According to this, the Ministry of Justice:
- exercises control through the "Ijro.gov.uz" system for the timely execution of legislative acts and instructions, and also maintains the "Ijro.gov.uz" system;
- enters into the "Ijro.gov.uz" system the orders taken for control, based on these orders - determines the responsible executors and the deadlines for execution, checks the completeness and reliability of the data entered by them, and also studies the validity of proposals to extend the deadlines set in the acts legislation and instructions;
- monthly submits to the Presidential Administration and the Cabinet of Ministers information on the status of implementation of legislative acts and orders.
Failure to enter the necessary data into the system or to enter the necessary information, as well as untimely or improper execution of the instructions of the Ministry of Justice, are grounds for the application of disciplinary, administrative and other measures of responsibility.
According to the Decree:
The Cabinet of Ministers exercises control through the “Ijro.gov.uz” system over the timely execution of legislative acts and instructions by the responsible executors;
The Accounts Chamber checks the completeness and accuracy of the information entered into the system by the responsible executors, verified by the Ministry of Justice and the government, removing them from control;
The Presidential Administration coordinates the activities of organizations that control the implementation of legislative acts and instructions.
