A delegation of Uzbekistan meets with the heads of the Ministry of Internal Affairs of Russia, Rostrud and the Moscow Mayor’s Office

Tashkent, Uzbekistan (UzDaily.com) -- During the visit of the Uzbek delegation led by Adviser to the Prime Minister of Uzbekistan Mehriddin Khairiddinov to Russia, meetings were held with the heads of the Ministry of Internal Affairs of Russia, Rostrud and the Moscow Mayor’s Office.

During the first of them, First Deputy Minister of Internal Affairs of Russia A. Gorovoy noted the high level of interaction between the two countries in the migration sphere and expressed hope for the continuation of this trend in the future. In pursuance of the agreements reached during the negotiations with the Uzbek delegation on 18 September 2020 in Moscow, the bodies of the Ministry of Internal Affairs of the Russian Federation legalized 50.7 thousand citizens of Uzbekistan who are in Russia illegally.

 A. Gorovoy said that the Ministry of Internal Affairs of the Russian Federation, together with the Ministry of Construction, developed and submitted to the Operational Headquarters for the fight against coronavirus regulations on the simplified and organized entry of labor migrants into Russia to work at construction sites. As a result of the meeting, an agreement was reached on sending a group of specialists to Uzbekistan in early 2021 to organize the work of the representative office of the Passport and Visa Service under the Ministry of Internal Affairs of the Russian Federation in Uzbekistan.

During the conversation at the Federal Service for Labor and Employment (Rostrud), the Uzbek delegation informed the partners from the Russian Federation about the work being done to introduce a system of safe, organized and legal labor migration, including measures for the professional and language training of migrants, assistance in obtaining documents for employment and searching employers, protection of their rights on the territory of Russia, etc.

Representatives of the Russian Federation spoke about the developed digital system of organized labor migration on the territory of the Russian Federation. An agreement was reached that this system will include the Agency for External Labor Migration of Uzbekistan on the basis of the Agency’s personal account in the All-Russian information base of vacancies "Work in Russia". The parties will introduce a mechanism for entering into the digital system an organized recruitment of resumes of citizens of Uzbekistan who have undergone vocational and language training, for the information of Russian employers who have vacancies.

On the same day, negotiations were held at the Moscow Mayor’s Office, where an Agreement on Cooperation was signed between the State Budgetary Institution "Multifunctional Migration Center" (MMC) under the Government of Moscow and AVTM, as well as the Monocenter "Ishga Markhamat". It is planned that the MMC will open a branch in Tashkent for the organized recruitment of Uzbek citizens to work at the enterprises of Moscow, registration of patents for employment. MMC will monitor the fulfillment of obligations by Moscow employers to Uzbek workers.

It should also be noted that in accordance with the decision of the Operational Headquarters for control and monitoring of the situation with coronavirus, a group of specialists from the Russian companies "PEK" and "Tehagro", consisting of 14 people, went together with the Uzbek delegation to Uzbekistan in order to select 2,000 citizens of the Republic of Uzbekistan and attract them to labor activity on the territory of Russia.

As part of the delegation of Uzbekistan, the First Deputy Minister of Employment and Labor Relations E. Mukhitdinov took part in the negotiations.
