Tashkent, Uzbekistan (UzDaily.com) – On 20 November, the ninth plenary session of the upper house of parliament is being held. At the meeting, the senators discussed and approved the Law of the Republic of Uzbekistan "On State Genomic Registration".

Member of the Senate of the Oliy Majlis Farkhod Bokiev noted in his report that in recent years, at the initiative of the President, in order to consistently strengthen the judicial and legal system in our country, large-scale organizational and legal measures have been taken to transform law enforcement agencies into a people's body that reliably protects rights and freedoms person and serving the interests of the people.

- Reforms carried out by the judicial and legal system require the rule of law, early warning of offenses, elimination of the causes and conditions that contributed to their commission, as well as the modernization of scientific and technical methods and means used in solving crimes committed while the evidence has not yet been destroyed, - said the member Senate F. Bokiev. “If we look at the analysis, we can understand how important the adoption of the Law of the Republic of Uzbekistan" On State Genomic Registration "is.

During 2019 and 9 months of 2020, 720 grave and 207 especially grave crimes were not disclosed. Among them, 35 were murders, 18 were grievous bodily harm, 5 were rape and 11 were robberies. In addition, in only 9 months of 2020, 367 missing citizens were not found and the identities of 224 unknown corpses were not identified.

It should be noted that the grave and especially grave types of crimes committed today require full disclosure and the inevitability of punishment. At the same time, criminals use various methods so as not to leave traces at the scene. Unsolved crimes, in turn, increase the sense of impunity for criminals and allow them to continue their criminal activities. As a result, people accustomed to criminal activity in society try to hide the traces of the crime.

For information, currently 8,311 persons convicted of grave crimes and 15,765 persons convicted of especially grave crimes and 1,777 persons convicted of crimes against sexual freedom are held in penitentiary institutions. In addition, those convicted of grave and especially grave crimes, released after serving their sentence, but with an outstanding conviction, are subject to compulsory state genomic registration.
