57th Meeting of the CIS Council of Heads of Security Agencies Held in Samarkand

Tashkent, Uzbekistan (UzDaily.com) — The 57th meeting of the Council of Heads of Security and Special Services of the CIS Member States was held on 16 October 2025 in Samarkand.

The Executive Committee of the CIS was represented by Sergey Burutin, Head of the Office of the CIS Secretary General.

In his remarks, Burutin noted that the central event of the year under Tajikistan’s chairmanship was the meeting of the CIS Council of Heads of State, held on 10 October in Dushanbe.

According to him, the discussions took place in a trust-based and open atmosphere, during which the heads of state reviewed pressing issues of integration, aligned their positions on priority areas of cooperation, and reaffirmed the relevance and significance of the CIS in today’s global context.

Among the key foreign policy decisions was the establishment of a new format — “CIS Plus” — and the granting of Observer Status for the Shanghai Cooperation Organisation (SCO) within the CIS framework. These measures are aimed at strengthening the CIS’s international standing and enhancing its role on the world stage.

Security issues were a major focus of the meeting. The heads of state approved several key programs defining the medium-term activities of security and law enforcement agencies, including:

the CIS Programme on Cooperation in Combating Terrorism and Extremism for 2026–2028,

the Programme to Strengthen Border Security on the External Frontiers for 2026–2030, and

the Concept of Military Cooperation of the CIS Member States up to 2030.

Burutin highlighted the important role of the CIS Anti-Terrorism Center, the Council, and its base organizations in drafting and coordinating these documents.

In addition, a joint statement on cooperation in combating transnational crime was adopted. Member states emphasized the importance of close collaboration and expressed readiness to expand joint efforts in law enforcement.

The document addresses counteraction to terrorism, extremism, corruption, drug and psychotropic substance trafficking, illegal migration, human trafficking, cybercrime, and money laundering. The statement is planned to be circulated within the United Nations and other international organizations.

In conclusion, Sergey Burutin stressed that the CIS remains a unique platform for open and constructive dialogue at the highest level, promoting trust and cooperation among member states.
