Tashkent, Uzbekistan (UzDaily.com) - A Presidential Resolution “On measures to further improve the anti-corruption expertise of regulatory legal acts and their projects” was adopted.

According to the Resolution, a procedure for conducting anti-corruption expertise of regulatory legal acts is introduced. Wherein:

- the current regulatory legal acts will be gradually subjected to a full anti-corruption expertise;

- when developing draft regulatory legal acts, a questionnaire (checklist) of a standard form for identifying corruption-generating factors is filled in and attached to it at the stages preceding the adoption of the draft;

- failure to carry out legal expertise and return to the developer by the justice authorities of drafts of normative legal acts, according to which

the checklist was not completed;

- determination of corruption-generating factors identified by the justice authorities in regulatory legal acts and their projects, one of the main criteria for assessing the activities of the relevant state bodies and organizations.

According to the Resolution, in 2021, 190 existing regulations are subject to anti-corruption expertise.

From 1 January 2022, representatives of scientific organizations and universities, as well as individuals - independent experts can conduct scientific and independent anti-corruption expertise of regulatory legal acts and their projects.

Conclusions based on the results of the examination are subject to mandatory review by the relevant state bodies and organizations.

The activities of employees of legal services of state bodies and organizations to conduct anti-corruption expertise of regulatory legal acts and their projects are assessed based on the results of each half of the year.

Accordingly, measures will be taken to stimulate employees by issuing a lump sum payment of 100 percent of the official salary or imposing disciplinary sanctions on them.

The Resolution also approved the "Road Map" to eliminate corruption-generating factors identified as a result of the anti-corruption expertise of regulatory legal acts in the field of construction, healthcare, higher education and public procurement.
