Uzbekistan creates Fund to solve the socio-economic problems of the mahalla

Tashkent, Uzbekistan (UzDaily.com) -- The President of the Republic of Uzbekistan adopted a resolution "On measures to strengthen the role and further expand the financial capabilities of the mahalla institute in the life of society." 

This resolution, adopted in order to ensure the implementation of paragraph 1 of the first direction of the State Program for the implementation of the new Development Strategy of Uzbekistan for 2022-2026, approved by Decree of the President of the Republic of Uzbekistan No. UP-60 dated January 28, 2022, during the "Year of Ensuring Human Interests and Development of the Mahalla", provides:

For each gathering of citizens of the mahalla, a Fund is created to solve the socio-economic problems of the mahalla, which does not have the status of a legal entity. 

The main purpose of this is to expand the powers and capabilities of the gatherings of citizens of the mahalla to contribute to improving the living conditions of the population, improving the infrastructure of the mahalla (creation and improvement of internal roads, drinking water supply systems, sports grounds, libraries, parks, etc.).

The funds generated in these funds are additionally directed to activities that are not covered by the current state budget, social development programs and other instruments, and by order of these funds, the gathering of citizens of the mahalla makes an independent decision.

That is, the gathering of citizens of the mahalla will also have their own funds to eliminate existing problems on the territory of the mahalla. For example, organizing a playground on the territory of a mahalla or repairing a teahouse for the elderly, etc.

The sources of the formation of these funds are determined by:

funds received from the sale of state real estate objects with an area of up to 2,000 square meters located in the mahalla directly through electronic online auctions based on the online application of the assistant of the district (city) khokim for entrepreneurship development, employment and poverty reduction in the mahalla (hereinafter referred to as the assistant of the khokim), with deduction evaluation and sale expenses;

funds received from the rental of mahalla property in accordance with the established procedure; 

funds allocated from additional sources of the local budget on the basis of decisions of district (city) Councils of People’s deputies;

funds allocated from the local budget to improve the infrastructure of the mahalla based on the recommendations of the assistants of the district (city) khokim on the development of entrepreneurship in the mahalla, employment and poverty reduction (in 2022 -250 billion sum); 

sponsorship donations from individuals and legal entities;

means of technical assistance of foreign (international) financial institutions and other foreign organizations (loan, grant, gratuitous assistance, etc.)

Also, in order to increase the efficiency of the activities of local self-government bodies and their activities, the relevant authorities are given instructions to develop a single classifier of the gathering of citizens of the mahalla and clarify the boundaries of each of them.
