It is forbidden to design newly built apartment buildings without identifying waste collection sites
Tashkent, Uzbekistan (UzDaily.com) -- A Presidential Decree “On priority measures to reform the waste management system” was adopted.
According to the Decree, the following mandatory payments levied on business entities - sanitary cleaning enterprises (with the exception of state unitary enterprises) are canceled:
- deductions in the amount of 5 percent of the fee charged for the provision of sanitary cleaning services to the Republican Association of Specialized Sanitary Cleaning Enterprises;
- deductions in the amount of 5 percent of the fee charged for the provision of sanitary cleaning services to centers for the organization of sanitary cleaning services.
Until 1 January 2026, business entities whose main activity is the collection, removal, sorting and processing of waste are subject to the income tax rate and the social tax rate for the main activity in the amount of 1 percent (with the exception of interest received from funds placed in commercial banks).
It was decided to extend the period for the transfer to a private partner on the basis of a public-private partnership of special vehicles and equipment that are on the balance sheet of state-owned enterprises specialized in providing services in the field of solid waste management from 7 years to 10 years, including a one-year grace period.
Sanitary cleaning enterprises that are small businesses are provided with:
- a guarantee of up to 50 percent (inclusive) of the amount of loans allocated by commercial banks in national currency as part of the implementation of investment projects, in an amount not exceeding 2.5 billion soums;
- compensation until 1 January 2024 for up to three years on the principle of "2 + 1" to cover part of the interest rate exceeding the main rate, but not exceeding 30 percent of the main rate on loans provided by commercial banks in national currency as part of the implementation of investment projects , the total value of which does not exceed 5 billion soums, the interest rate does not exceed 1.5 times the main rate of the Central Bank.
According to the Decree, public inspectors of environmental control will be given access to the Yashil Makon platform and other platforms maintained by the State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection.
Also, it is planned to expand the system of work of the "Environmental Patrol" by transferring the following tasks and powers to the inspectors (senior inspectors) of the prevention of strong points of the internal affairs bodies to exercise environmental control in mahallas:
implementation of the prevention of offenses related to ecology, environmental protection and nature management, as well as the fight against poaching in mahallas;
direct bringing to administrative responsibility and conducting pre-investigation checks on offenses related to ecology, environmental protection and nature management, as well as on the fight against poaching.
According to the results of revealing the facts of violation of environmental legislation and taking the necessary measures on them, public inspectors of environmental control are encouraged with monetary rewards.
Inspectors (senior inspectors) for the prevention of strong points, employees of the Patrol and sentry service of the internal affairs bodies and military personnel (employees) of the National Guard are encouraged with a monetary reward in the amount of 30 percent of the funds collected as a fine as a result of taking measures to bring to administrative responsibility for offenses in the field of ecology and environmental protection.
Until 1 January 2023, a system will be introduced to inform the public about the debt on payments for services for the collection and removal of solid domestic waste through a billing system for calculating used electricity.
From 1 January 2023, it is prohibited to design and commission new apartment buildings under construction without identifying waste collection sites.
Until 1 October 2022, the population will be given the opportunity to pay for services for the collection and removal of municipal solid waste through all existing payment systems.
Until 1 November 2022, the integration of the Unified Electronic System for Accounting and Payment of Mandatory Payments for Services for the Collection and Disposal of Solid Domestic Waste with the Interdepartmental Integration Platform of the Electronic Government System and the Information System "Khorizhga Chikish Passporti" will be ensured.
