Tashkent, Uzbekistan (UzDaily.com) -- On 2-4 June 2021, the People’s Diplomacy Forum of the Shanghai Cooperation Organization on the topic: “Formation of the humanitarian community, consolidation of new development drivers” was held in Wuhan (China).
The event was attended by about 500 people from China and other countries, including the SCO Secretary General, representatives of diplomatic missions accredited to the PRC, prominent scientists and experts from leading research institutes and think tanks from member states, observer countries and dialogue partners SCO. Chinese President Xi Jinping sent a special congratulatory letter to the forum participants.
The representative composition of the videoconference participants allowed for a rich exchange of views on strengthening multifaceted cultural and humanitarian interaction in the SCO space.
In his welcoming speech, Eldor Aripov, Director of the Institute for Strategic and Interregional Studies under the President of the Republic of Uzbekistan (ISMI), emphasized the importance of the event taking place during the celebration of the 20th anniversary of the SCO. In his opinion, this date marks the entry of the organization to a new important stage in its activities.
As the head of the ISMI noted, during this relatively short period of time the SCO has passed a solid path of formation and development, during which the countries of the "Shanghai family" have demonstrated an effective model of multilateral interaction. At the same time, he focused on the importance of the initiatives put forward by the President of the Republic of Uzbekistan Shavkat Mirziyoyev on the establishment of permanent institutions of public diplomacy and the development of cooperation in the cultural and humanitarian dimension. It was noted that the SCO Public Diplomacy Center, created in Uzbekistan, became the prototype for the formation of similar institutions in the Organization’s member countries.
In this context, SCO Secretary General Vladimir Norov, who took part in the event, stated the need to use the potential of states, international organizations and multilateral associations in the interests of forming in Eurasia a space of broad, open, mutually beneficial and equal cooperation in order to ensure security and sustainable development.
As the SCO Secretary General pointed out, this is important at a time when the modern world is going through a stage of deep transformation, there is an exacerbation of the struggle in the information space, and the deterioration of the environment.
The ground remains for radical sentiments based on inter-confessional and intra-religious contradictions, which is fraught with increased tension in international relations and the emergence of new local and regional conflicts.
According to the vice-president of the Chinese Academy of Social Sciences Wang Lingui, being at a new starting point of development, the SCO member states and partners should further jointly develop the "Shanghai spirit" and consolidate efforts to create a "community of shared destiny." He stressed that since its inception, the SCO has been based on the principles of justice, mutual trust and respect, as well as mutually beneficial cooperation and has established itself as a new model of international relations.
Wang Lingui expressed his conviction that the Forum of SCO Think Tanks is an effective platform for taking concrete actions to promote the practice of the "Shanghai Spirit" and implement the goals and objectives outlined by the heads of state at the Summits of the Organization.
In turn, Assistant to the President of the Republic of Kazakhstan Yerlan Karin stressed that in the context of a global pandemic, the SCO People’s Diplomacy Forum has become an effective format that allows "synchronizing watches", discussing in a constructive manner topical issues, prospects for bilateral and multilateral cooperation of regional and global development. In his opinion, the SCO countries are entering a completely new reality, the comprehension of which requires further development of the interaction of analytical centers.
Following the results of the forum, the participants agreed to continue the practice of holding expert discussions on a wide range of issues in order to develop proposals and saturate the agenda of cooperation within the SCO. The importance of the initiative of Uzbekistan on the establishment of permanent institutions of public diplomacy, which has become a unique mechanism of cultural and humanitarian cooperation between the countries of the "Shanghai family", was noted.
