As is well known, the situation in the 90s dictated the adoption of the most urgent measures to prevent chaos, ensure the preservation of order and ensure the country’s population. Uzbekistan rejected the old obsolete totalitarian Soviet system and announced the building of a new democratic state and civil society in the country.
We all remember that the former system was built with its vices in the form of centralized planning and distribution mechanism with one-sided economic development, in that time Uzbekistan was one of the most backward republics with low economic potential and standard of living of the population.
Today, obviously, there is no need to talk about the huge, key role of the adopted in 1992 the Constitution of the Republic of Uzbekistan – the Main law of the country in our lives. The main Law calls to a complete rejection of the command and administrative, distributive, totalitarian system based on Communist ideology, and determined the essential principles, goals, objectives and norms of a new state and society.
As the President of Uzbekistan Islam Karimov noted at the solemn meeting dedicated to the 23rd anniversary of the Constitution of the Republic of Uzbekistan that our constitution is a legal and legislative framework for creating an independent, sovereign, democratic state.
Today, the development enshrined in the Constitution the basic principles, within the framework of Concept of further deepening democratic reforms and formation of civil society in the country, in Uzbekistan implement the deeply thought-out long-term program of reform, democratization and liberalization of our society, a radical structural transformation and modernization of the country, recognized worldwide as the "Uzbek model" of development, which, without exaggeration, was a powerful foundation of modern, dynamically and steadily developing state.
Therefore, we and electorates of UzLiDeP are confident that Uzbekistan has a solid foundation of the formation of a modern, dynamic and steadily developing country. Separately, stressed that Constitution identifies the strengthening the priority of private property in a mixed market economy and guaranteeing its protection, and also the formation of the country’s civil society, where the interests, rights and freedoms of the people become the highest value. All our deputy corps will continue to make every effort to the legal support of the continuation of a stable and sustainable growth of our country.

Uzbekistan confidently is building a new democratic state and civil society and moves to achieve its supreme goal, i.e. to join the ranks of developed countries, ensure the decent standards and quality of life for our people and win a high respect and recognition in the international community.
Crucially, the Constitution of our country has become a solid guarantee of liberation from clichés and dogmas of the old regime. In the report of the President Islam Karimov at the solemn meeting dedicated to the 23rd anniversary of the Constitution of the Republic of Uzbekistan, emphasized a fundamental change in consciousness and thinking of our people, their attitude to what is happening around, increasing political participation and strengthening citizenship positions.
Each of us sees the results of our economic development, growth, competitiveness, modernization and diversification, the commissioning of high-tech modern enterprise and due to the input of new capacities, modernization of existing facilities, priority development of small business and private entrepreneurship, about 5 million new jobs have been created in the last 5 years.
We are in UzLiDeP faction proud to note that as a result of consistent work in Uzbekistan today formed a new generation of independently thinking and meet modern requirements, who are capable of assuming a responsibility for the future of the native land.
Therefore, the deputies of our party consider that the upbringing of the harmoniously developed generation –physically healthy and spiritually mature, intellectually rich, who have never been inferior to anyone in anything are the key conditions and factors for achieving high goal. In this case I would like to underline the words of our President Islam Karimov that «Miss this historic chance - it would be a betrayal not only for us but also for future generations».
We are activists of UzLiDeP, youth of Uzbekistan and the patriots of our homeland promise will make all efforts to achieve this noble goal.
Vladislav Tsvetkov, member of UzLiDeP faction at the Legislative Chamber of Oliy Majlis of Uzbekistan These days our Motherland celebrates a festive date the 23rd anniversary of the Constitution of the Republic of Uzbekistan, which became the legal basis for our achievements in all spheres. During these years, the face of our country, our cities and villages have unrecognizably changed. The rate of growth of gross domestic product persisted at more than 8 percent. About $67 billion, 21% of which account for foreign investments, has been channeled towards the economy in just the last 5 years.
However, as the President of Uzbekistan Islam Karimov noted at the solemn meeting dedicated to the 23rd anniversary of the Constitution of the Republic of Uzbekistan that the process of reforming and democratization of all spheres of life of our country is not a one-time, single-step task. This is a continuously ongoing process, which set as its ultimate goal the implementation of all principles and provisions of the Constitution that serves as the future prosperity of our country, strengthening freedom and independence.
In this regard, UzLiDeP will continue to implement the planned tasks to further deepen and improve the effectiveness of ongoing reforms in the country.

The report of the President Islam Karimov at the solemn meeting dedicated to the 23rd anniversary of the Constitution of the Republic of Uzbekistan, was another conceptual document providing strategic directions for further development of our country. Depth study of this report allows us to highlight a number of important for our party faction principles of the Constitution.
Firstly, in our parliamentary work in adoption of legislative acts should not be limited just with the definition of the general principles and mechanisms. It requires constant examination and identification of the issues in the sphere of political and economic development, deepening market reforms, which are still not regulated by appropriate legal acts.
In this regard, we in UzLiDeP consider the most important task is bringing the level of development of laws to such a degree of detail that would really regulate a wide range of specific relationships that each subject of these relations knew what place he occupies, and was guided within its activities by the requirements of the law.
Further, it is especially important – it is necessary to increase the responsibility of all agencies, and especially officials for timely delivery of laws to the contractors, ensuring efficient control over their implementation. Moreover, specific types of punishment, measures of legal reaction should be provided for each specific failure.
Strengthening the rule of law in the country would facilitate the adoption and implementation of specific legislation governing the procedure for bringing the adopted regulations to the performers, and, most importantly, informing the public about the goals and content of the adopted laws.
Thirdly, on the basis of the report of the Head of State UzLiDeP aims at establishing an effective system of forecasting and planning of legislative activity. This would have allowed us not to lose our main guidelines and not break away from real life, clearly identify what laws we have to take in order to ensure not only the solution of specific problems in the field of public administration, economic development, and the consistent achievement of our main goal – the creation of a legal, democratic state. Address this and other challenges should promote the adoption of laws "On the parliamentary control" and "On public control".
Fourthly, each of us is stressed in the report the words of Islam Karimov - "Our people can endure any hardship, but will not endure injustice". The Constitution clearly defined that our main goal is to build a democratic legal state and a fair society.
Therefore, UzLiDeP and all its deputies should stop any attempts to violate the law or its failure to comply. Not acceptable situation when the law is written one, but in life everything is different. This can lead to distrust of people.
This requires, fifthly, the active legislative work on the adoption of a law regulating the activities of police and law enforcement, clarifying and amending their status, forms and methods of their work, primarily to ensure the rule of law, the protection of the rights and freedoms of citizens.
In this regard, MPs of UzLiDeP faction in their work will protect the rights and interests of citizens, improve the level and quality of life of the population, social protection, labor rights of citizens.
