Uzbekistan studies Latvian experience on transition to ICF in establishing disability group

Tashkent, Uzbekistan (UzDaily.com) -- One of the priorities of the UN Development Programme in Uzbekistan is to promote the development of social policy in the country and the creation of an enabling environment for the social integration of persons with disabilities.
On 15-20 November 2015, the study tour is being conducted for representatives of the Republican Inspection for Medical-Social Expertise of the out-of-state Pension Fund under the Ministry of Finance of the Republic of Uzbekistan and its territorial branches, of the Ministry of Labour and Social Protection and the Ministry of Healthcare of the Republic of Uzbekistan with the aim to study the mechanisms of efficient management of social services and medical expertise.
It is envisioned to conduct experience exchange on medical-social examination, rehabilitation programs for persons with disabilities, issues of provision with technical means of rehabilitation, as well as the best practices of implementation of the International Classification of Functioning, Disability and Health in the Republic of Latvia.
This trip is organized on the basis of the conducted analytical review of the social policy and procedure for the establishment of disability in the Baltic States. A very important element of the state social protection is the organization of the process of establishing disability. Since January 2015 Latvia introduced the improved system of definition and appointment of disability which meets international criteria and includes not only health problems but also restriction of abilities to function caused by them.
ICF reflects the modern approach to disability and is the standard WHO measure of health status and disability, both at the individual and at the population level. ICF was officially endorsed by all WHO member states at the fifty-fourth session of the World Health Assembly on May 22, 2001 as an international standard to describe and measure the extent of damage to health.
Besides it was revealed during the comparative study that Latvia has a great experience on implementing best international standards in the area of social protection for vulnerable groups of people. Along with the improvement of the order of examination of disability according to international standards, there has been carried out the work to modernize the system of information services for people with disabilities in Latvia.
The leading specialists of medical-labor expert commissions of the Republican inspection for medical-social expertise, the Ministry of labor and social protection as well as the Ministry of healthcare of the Republic of Uzbekistan will learn the experience of identification of disability and provision of services to persons with disabilities along with the Latvian experience in the area of social protection for vulnerable groups.
This trip was organized by UNDP in Uzbekistan (UNDP) and the Ministry of Welfare of the Republic of Latvia, with the support of the Ministry of Foreign Affairs of the Republic of Latvia. During the trip participants will meet with leading experts of the Ministry of Welfare of the Republic of Latvia, the State Medical Commission on assessment the state of health and ability to work, the State Agency for Social Integration, the State Employment Agency and will visit the National Rehabilitation Centre Vaivari.
Upon completion of the study tour it is expected to develop an action plan on potential utilization of Latvian experience in adopting ICF as well as to develop proposals for improving the system of social protection of persons with disabilities. In particular, it will focus on a phased implementation of criteria and standards of the ICF in Uzbekistan, improving the efficiency of introduction of individual rehabilitation plans and client-oriented e-services.
