President: Business environment does not meet requirements of free market economy

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov said at the session of the Cabinet of Ministers of Uzbekistan on 17 January 2014 that current state of business environment and conditions for doing business in Uzbekistan do not fully meet requirements and principles of free market economy.
He said that there is no need to prove today that enterprises with private form of ownership work more effective compared to state form of ownership.
“We must also recognize that, speaking about it, we sometimes substitute the concept of private property with evasive definition – “non-state enterprises”. This definitions should clarified and most importantly, we must provide support and protect private sector in line with the legislation,” he said.
Uzbek leader said: “Forming business environment (on principle “do business”), support and stimulate small and private businesses should become important direction of our work in 2014”.
Islam Karimov said that Uzbekistan did a lot to create necessary conditions and favourable environment of private businesses, doing business, and attracting local and foreign investments into economy.
He said that the principle of the priority of the right of business entity was introduced. He added that over 80 permission procedures and 15 types of licensing activities were abolished, about 65 types of statistic reports were removed. Karimov said that the term of submissions were decreased on 23 statistic reports and 22 interactive tax services were launched. He said that terms of issuing permission were cut five times and the cost of the procedures – 5 times.
President said that the expenses of businesses to permission procedure were decreased by 8 times. He said that the payment for opening of the banking account was abolished and other measures were adopted.
Uzbekistan moved by 66 positions up on terms of registration of businesses and holds the 21st place among 189 countries and in the sphere of crediting, Uzbekistan moved 24 positions up, he said.
But, it should be acknowledged that current business environment and conditions for doing business in Uzbekistan do not fully meet requirements and principles of free market economy, generally accepted international norms, Uzbek President said. He added that the businesses are facing with unsustainable energy supplies, low developed production and road infrastructure in rural areas, large number of inspections, as well as low execution disciplines in places.
Uzbek head said that Uzbekistan needs further decrease terms and expenses of issuing permissions, as well as simplify permission procedures. He said that red-tape should be eliminated as well.
He said that Uzbekistan should speed up work on transfer to electronic form of registration of permission and licensing procedures, interactive forms of providing utility services, services on taxation and customs registration.
Uzbek President said that currently about 89% of businesses submit their tax reports in electronic form and 86% - statistic reports.
Uzbek President stated that the share of the sector produced about 55.8% of the gross domestic product (GDP) against 31% in 2000.
President Islam Karimov the small businesses currently account about 23% of industrial production, almost all volume of market services, 18% of exports. About 75% of all employed in economy work in small business sector.
