Who and how will control the safety of nuclear energy in Uzbekistan?

Tashkent, Uzbekistan (UzDaily.com) -- The Cabinet of Ministers adopted resolution No. 368 on 10 June 2020 “On Approving the Regulation on the Procedure for Implementation by Authorized Bodies of State Control and Verification in the Sphere of Ensuring the Safe Use of Atomic Energy,” Norma.uz reports

The document was developed as part of the implementation of the Presidential Decree from 12 December 2018 No. 5594 “On measures to radically improve the system of public administration and supervision in the areas of industrial, radiation and nuclear safety”.

The Regulation establishes:

- the procedure for planning, organizing and conducting state control and inspections in the field of atomic energy use;

- rights, obligations and responsibilities of the heads of authorized bodies for ensuring security at controlled facilities.

The State Committee for Industrial Safety of the Republic of Uzbekistan is an authorized government body responsible for the implementation of a unified state policy and monitoring in the field of radiation and nuclear safety at nuclear facilities and nuclear technologies.

Other bodies that monitor the safety of atomic energy use are:

State Committee for Ecology and Environmental Protection;

Ministry of Emergency Situations;

Ministry of Health;

Ministry of Construction;

State Committee for Geology and Mineral Resources;

State Customs Committee;

Ministry of the Interior

Ministry of Defence;

Center of Hydrometeorology under the Cabinet of Ministers.

Every year until 15 December, the authorized bodies develop a plan of inspections (inspections) for a year based on a risk analysis. The plan should be agreed with the Commissioner under the President of the Republic of Uzbekistan for the protection of the rights and legitimate interests of business entities.

A written notice of verification is sent to the business entity. The period of its holding may not exceed 10 calendar days. Based on the results of the audit, an act is drawn up, which is entered into a single electronic system for registering inspections.

If the risk of harming the life and health of the population and the environment is identified, the facility's activity can be completely or partially stopped.

The document was published in the official language in the National Database of Legislation and entered into force on 10 June 2020.
