Tashkent, Uzbekistan (UzDaily.com) -- The Accounting Chamber, together with the Internal Audit, Financial and Legal Control Service of the Ministry of Preschool Education, conducted a study of the effective use of budgetary and non-budgetary funds in 2018-2019 by organizations of the Ministry of Preschool Education, one of the important links in the social sphere. as well as cost optimization opportunities in 2020.
The study revealed violations and shortcomings in the amount of 48.3 billion soums, committed by organizations of the Ministry of Preschool Education.
In particular, at the expense of the funds allocated for the salaries of the workers of the system, some officials of the lower levels of the ministry embezzled 7.2 billion soums through misappropriation, excessive payments and theft.
By drawing up fake menus and writing off virtually unspent foodstuffs, the assumption of shortages was misappropriated 3.6 billion soums.
Purchased and used as butter for the kids’ food as butter is an unusable "SPREED" (a mixture of vegetable oils and milk fats) and butter with a low percentage of fat in the amount of 2.2 billion soums, 309.4 tons of meat, which did not pass veterinary control, in the amount of 10.1 billion soums
By concealing the number of pupils and without posting parental fees to the cashier’s office, funds in the amount of 497.7 million soums were misappropriated.
In violation of the requirements of the Law "On Public Procurement" and evasion of competitive methods of procurement, in 253 cases, contracts were concluded for the amount of 11.3 billion soums.
In addition, in violation of procurement rules, inventory items were purchased at inflated prices and did not meet the established standards in the amount of 8.8 billion soums.
In order to eliminate and prevent the cases revealed by the results of the study of cases carried out in the system, the Accounts Chamber has developed 75 proposals in 26 areas, issued appropriate instructions to the organizations of the ministry system.
On the basis of these proposals, the Ministry of Preschool Education, together with the relevant ministries and departments, is developing a roadmap.
Proposals were given on amending 16 existing normative legal acts, improving the information system, which includes financial and methodological directions.
