UzLiDeP: New decree will eliminate barriers on the way of development businesses

Tashkent, Uzbekistan (UzDaily.com) -- Tashkent regional council of UzLiDeP organized a round table to explain the essence and meaning of the decree “On additional measures to ensure the accelerated development of entrepreneurial activity, comprehensive protection of private property and substantial improvement of business climate” among business people. It was attended by MPs, representatives of partner organizations, entrepreneurs and farmers.

It was noted that the decree is aimed primarily at further development of small business and private entrepreneurship, further strengthen the legal mechanisms for protection and guarantees of the inviolability of private property, elimination of bureaucratic obstacles to business development, improvement of investment climate and business environment in the country.

- Within the framework of the document is planned to establish the institution of the Commissioner for the protection of the rights and legitimate interests of entrepreneurs under the Oliy Majlis of the Republic of Uzbekistan, - said member of the faction in the Oliy Majlis of Uzbekistan R. Kusherbayev. – The introduction of this institution into the country’s parliament will significantly raise the forms of parliamentary control over the execution of laws in the sphere of protection of rights and legitimate interests of businesses to a new level.

It should be noted that in accordance with the program of measures adopted under the decree, appropriate amendments will be made to the Penal code, the Code of Uzbekistan on administrative responsibility, the Tax code and other laws.

According to a new document regulatory authorities may not initiate unscheduled inspections. In order to ensure legal mechanisms for the protection of the rights and interests of citizens, short-term inspections remain limited only on the basis of appeals of individuals and legal entities on violations of the law. Such inspections can be carried out exclusively by the decision of the national Council, and its duration is limited to one working day.

- In this decree we saw a lot of positive aspects for us, - said the head of the private company “Shakhliya” Sh. Madiyarova. - In particular, the document will allow realizing our plans and expanding our business.

The implementation of the decree will eliminate administrative barriers and artificial obstacles to the development of entrepreneurship as a key factor of sustainable development of the economy.
