First, MPs examined in detail the essence and significance of the Decree of the President of the Republic of Uzbekistan “On approval of the Concept of Administrative Reform in the Republic of Uzbekistan”, as well as the actual tasks facing the UzLiDeP faction.

MPs noted that this decree is another important step towards implementation of the Strategy of Action for the five priority areas of development of the Republic of Uzbekistan and is very important for raising state and public construction to a new level. In particular, the definition in this document of 6 main directions of radical reform of the public administration system will contribute to development of the sphere.

According to the member of the UzLiDeP faction in the Legislative Chamber of Oliy Majlis Shukhrat Bafayev, the systematic implementation of the administrative reform will make it possible to create a system of public administration meeting the worldwide tendencies of innovation development, capable of ensuring full implementation of planned reforms, promptly identifying and effectively solving problems of socio-political and socio-economic development.

In general, effective implementation of the administrative reform will result in full implementation of idea “Not people should serve state bodies, and state bodies should serve the people”.

MPs considered issue of main directions of parliamentary and parliamentary control of the UzLiDeP faction in the Legislative Chamber of Oliy Majlis for implementation of reforms in the health sector.

It was noted that in order to strengthen all-round assistance to development of private healthcare sector, to create necessary conditions for providing high-quality medical services to private individuals by private medical organizations, to expand involvement of foreign investments in foreign medicine and highly qualified foreign specialists, as well as the development of medical tourism and export of medical services by the President, a number of important decisions were made in our country.

Implementation of effective parliamentary control over their execution is one of the top priorities, as the party’s pre-election program pays special attention to this issue, identifies important tasks such as further development of public health in Uzbekistan, introduction of the latest achievements in modern medicine, creation of a healthy competitive environment in the provision of qualified medical care for the population, with the involvement of private capital.

The party considers it necessary to radically improve quality of medicine on the basis of public-private partnership, to meet population’s needs for medical services, to introduce even more effective and modern technologies and innovations into the healthcare sphere. Speakers at the meeting noted that special attention is paid to establishing deputy control over fulfillment of certain tasks for further reforming private health sector. It is indicated that this work should be intensified in remote areas.

-UzLiDeP should take effective measures in fulfillment of the priority tasks of the resolution of the President of the Republic of Uzbekistan “On measures for further development of private healthcare sector”, member of the UzLiDeP faction in the Legislative Chamber of Oliy Majlis Mavluda Khodjaeva said.

She said that it is pointed out that there are a number of problems and bureaucratic obstacles in this sphere. It is necessary to strengthen effective parliamentary control over creation of sufficient conditions for wide use of modern diagnostic and treatment technologies by private medical institutions, strengthening their material and technical base, providing them with long-term leasing services, lending and financial assistance, attracting foreign investments to the private sector of medicine and qualified specialists, expansion of the export of medical services, elimination of existing problems in the development of the market infrastructure healthcare services to the population.

At the same time, one of the most important issues is strengthening of interaction between state bodies and private sector in development of private medicine. Solving these issues will have a positive impact on the development of modern medicine in our country, the formation of its new industries, the development of the private health sector, MP said.

On the issues discussed at the meeting, the relevant decisions of the UzLiDeP faction were adopted.
