Uzbekistan’s Senate Rejects Bill Amending a Number of Legislative Acts
Tashkent, Uzbekistan (UzDaily.com) — At the 13th plenary session of the Senate of the Oliy Majlis, lawmakers considered the draft Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan.”
During the discussion, senators noted that the large-scale judicial and legal reforms being implemented in the country are aimed at protecting human dignity, ensuring citizens’ rights and freedoms, upholding the rule of law, and strengthening the independence of the judiciary.
Ensuring fair justice remains one of the key priorities of state policy.
The draft law proposed clarifying liability measures for unlawful interference in judicial proceedings, introducing administrative sanctions for violations of order within court buildings, and transferring a number of tax disputes involving tax authorities to the jurisdiction of administrative courts.
It was emphasized that these provisions were intended to enhance the authority of the judiciary and ensure the impartiality of court decisions.
At the same time, senators pointed out a number of contradictions and inconsistencies with existing legislation.
In particular, the proposed norms were found to be incompatible with the procedural rules of administrative court proceedings, which could lead to legal uncertainty, differing interpretations, and inconsistencies in judicial practice.
Such discrepancies were said to run counter to international legal standards, including the principles of the rule of law and judicial independence, and could complicate the achievement of the objectives of the ongoing reforms.
In addition, during the preparation of the draft law, established legislative procedures were not fully observed: the amendments were not introduced as a single comprehensive package, which could negatively affect the stability of the legal framework and hinder its application.
Following the discussion, the Senate concluded that consistency, legal certainty, and adherence to the principles of the rule of law are critically important for effective public governance.
As a result, a resolution was adopted rejecting the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan.”
