Uzbekistan’s Proposals on Human Rights Education Presented to the International Community
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s initiatives in the field of human rights education have been highlighted, among others, in a document of the United Nations Human Rights Council (HRC), which was submitted for consideration at the Council’s current session. The session is being held in Geneva from 8 September to 3 October 2025.
In April 2025, the Republic of Uzbekistan submitted its national report on the implementation of the fourth phase of the UN World Programme for Human Rights Education.
This information has been reflected in the HRC document A/HRC/60/56, titled “Annual Report of the United Nations High Commissioner for Human Rights and Reports of the Office of the High Commissioner and the Secretary-General,” prepared by the Office of the United Nations High Commissioner for Human Rights.
The document has been submitted for review at the sixtieth session of the Human Rights Council, taking place in Geneva from 8 September to 3 October 2025.
Prepared in accordance with HRC Resolution 57/10, the report provides an overview of national measures for implementing human rights education programs for youth under the fourth phase of the World Programme (2020–2024).
The report is based on materials submitted by 34 countries, including Uzbekistan. It highlights steps taken in four key areas: the formulation and implementation of state policy, educational programs and methodological tools, teacher training and retraining, and the creation of favorable conditions to promote human rights education.
The document draws conclusions based on the information received and provides recommendations for further development and consolidation of progress achieved during the fourth phase of the World Programme.
Among the examples presented are Uzbekistan’s initiatives, including the establishment of the National Commission in 2021 to implement the fourth phase of the World Programme, as well as measures to support civil society projects in the field of human rights through state grants.
The inclusion of Uzbekistan’s report in the official HRC document reflects international recognition of the country’s efforts to promote human rights values, develop national educational programs and institutional mechanisms, and strengthen cooperation with international organizations.
Uzbekistan’s participation in preparing and submitting the report demonstrates the country’s commitment to universal values and international obligations in human rights, representing an important step toward the further implementation of the global program in this field.
