Uzbekistan’s Positions in International Rankings Discussed in Senate

Tashkent, Uzbekistan (UzDaily.com) — On 22 September 2025, a regular meeting of the Republican Council on International Ratings and Indices was held, chaired by Tanzila Narbaeva, Chairperson of the Senate of the Oliy Majlis and head of the Republican Council on International Ratings and Indices.

The meeting highlighted that reforms carried out in the country have strengthened Uzbekistan’s positions in a number of international rankings.

This year, for the first time, rating agencies S&P, Fitch, and Moody’s upgraded Uzbekistan’s sovereign credit rating outlook from “stable” to “positive.”

In the Index of Economic Freedom, Uzbekistan advanced nine places to 100th among 184 countries, while in the Sustainable Development Goals Index, the country rose 19 positions to 62nd among 167 states. Additionally, in the Global Innovation Index, Uzbekistan climbed four spots to 79th among 139 countries, becoming the regional leader in Central Asia.

At the same time, new priority areas of focus were discussed, including Uzbekistan’s positions in the Travel and Tourism Development Index, the Global Gender Gap Index, and the Social Progress Index.

The 2024 Regional Rule of Law Index results were also reviewed: the highest score was recorded in Ferghana region (79 points), while the lowest was in Tashkent region (63.1 points). A decline was noted in the areas of “Protection of citizens’ rights and freedoms” (-3 points) and “Justice and enforcement of judicial decisions” (-2 points).

The meeting also considered the implementation of practical measures to improve Uzbekistan’s positions in priority rankings for the first half of 2025.

The Council approved a draft “roadmap” for 2025–2026, which outlines measures to enhance the country’s performance in structural indicators where there has been stagnation or decline.
