Uzbekistan’s Ministry of Transport Affirms Taxi Drivers’ Freedom to Choose Work Territories

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Transport of Uzbekistan has clarified that taxi drivers are entitled to operate without restrictions within the territory specified in their license application.

This provision is outlined in Cabinet of Ministers Resolution No. 200, adopted on 2 April 2025, in line with Presidential Decree No. PP-78 dated 27 February 2025, titled “On Additional Measures to Create Favorable Conditions for the Sustainable Development of the Services Sector.”

According to the new regulations:

First, the licensing of linear taxi services is based on the place of self-employment, which the driver designates in their application—regardless of where the vehicle is registered.
In other words, drivers may freely choose the territory where they intend to work.

For example, even if a vehicle is registered in Bukhara Region, the driver can declare Tashkent City as their place of business, obtain self-employed status, and submit a single application for a license on that basis.

Second, once licensed, a taxi driver may operate not only in the main territory listed in the license card but also in adjacent areas (i.e., the Republic of Karakalpakstan, other regions, and the city of Tashkent).

This means that the license is valid not just for the primary location but also for neighboring regions. For instance, a license issued for Tashkent City also permits work in Tashkent Region.

Third, vehicle registration in a specific region is not a requirement for obtaining a taxi license.

This means that a vehicle’s license plate or place of registration does not limit the driver’s right to work in another territory. A car registered in one region may legally be used for work in another, as chosen by the driver.

Consequently, the registration of the vehicle in a region different from the one specified in the license application cannot be grounds for denying the license.

According to the Ministry of Transport, since the new regulation took effect, 5,196 self-employed drivers across the country have already obtained license cards to operate in regions different from where their vehicles are registered.
