Uzbekistan’s Ministry of Justice Approves Unified Notary Examination Procedure

Tashkent, Uzbekistan (UzDaily.com) — On 11 February 2026, the Ministry of Justice of Uzbekistan registered regulations for conducting a unified competition for candidates applying for the position of notary (registration number 3773). The regulations will take effect on 1 April 2026.

The unified competition is organized by the Supreme Qualification Commission under the Ministry of Justice in cooperation with the Agency for Knowledge and Qualification Assessment whenever a notary position becomes vacant or a new post is created. The competition consists of two stages: a written test and a practical exam.

Announcements regarding the competition are published in the newspaper Man and Law and on the official website of the Ministry of Justice. The first stage begins ten days after the candidate list is submitted to the Agency, but no later than fifteen days.

Candidates are tested on state and public administration, anti-corruption topics, civil law, notarial practice, and inheritance law. The test comprises 40 questions and lasts 60 minutes. A score above 55 points is required to pass. If a candidate does not succeed in the second stage, retaking the written test within one year is not required.

In the second stage, candidates prepare draft notarial acts and respond to a case study through an electronic platform. The time allotted for this task is 20 minutes. A candidate is considered to have successfully passed the competition if they score more than 55% of the maximum points.

The new regulations aim to increase transparency and efficiency in the selection of notaries while strengthening professional standards within Uzbekistan’s notarial system.
