Uzbekistan’s Ministry of Health Explains Goals and Implementation of the “Electronic Prescription” System

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Health of Uzbekistan issued an official statement regarding the implementation of the “Electronic Prescription” system amid active public discussion on the topic.

The primary goal of the new system is to enhance treatment safety, protect patients’ health, and strengthen accountability of physicians when prescribing medications.

In addition, the system aims to streamline the prescription issuance process, transition to digital record-keeping, and reduce risks associated with counterfeit or improperly used medications.

Currently, the system is being implemented in Tashkent and 15 pilot districts designated by regulatory documents. Nationwide rollout is planned in stages through the end of 2026, taking into account analyses of organizational and technical issues identified during the pilot phase. This stage is intended to identify weaknesses and refine mechanisms before full-scale implementation.

The Ministry emphasized that in emergency situations, as well as when providing care for children, the elderly, and patients with chronic illnesses, no one will be left without necessary medications. These patient categories are under special monitoring.

A permanent Working Group, chaired by the Minister of Health, has been established to oversee system implementation. Its members include doctors, pharmacy representatives, and ICT specialists.

The Group monitors system performance, reviews appeals from citizens and medical professionals, analyzes workloads in clinics, checks the stability of digital services, and oversees medication dispensing procedures, making prompt adjustments as needed.

A basic list of essential medications available without a prescription has been developed to ensure timely assistance to the population in routine and emergency situations. This list was prepared considering international practices, medical recommendations, and practical needs, and it may be updated based on experience and feedback received.

For receiving inquiries related to the “Electronic Prescription” system, a Telegram bot @ssv_pilotbot has been created. All messages submitted through the bot will be prioritized.

The Ministry of Health will regularly inform the public about the progress of the system’s implementation, maintaining a balance between treatment safety and access to medications, making decisions solely in the interest of patients.
