Tashkent, Uzbekistan (UzDaily.com) – Uzbekistan uses a resource method for determining the estimated cost of construction. Uzbekistan experts also spoke about the latest innovations in regulating the examination of urban planning documentation in the republic.

Since 2019, an examination of the estimated part of construction projects has become mandatory for all construction projects in Uzbekistan. Exceptions are only those facilities whose construction is carried out through direct investment, including foreign ones. In addition, the procedure for reducing the cost and terms of expert work is defined. In order to support the development of private entrepreneurship, the application of new scientific and technical developments and attracting investment in construction, facilities for the construction of projects at the expense of private funds have been identified privileges for the examination of design estimates.

The director of the Khorezm regional branch of the State Unitary Enterprise “Expertise of urban planning documentation” under the Ministry of Construction of Uzbekistan Nella Bekchanova noted that intensive construction is underway in the republic. In 2018, the Examination of Urban Development Documentation considered over 38,000 sets of design estimates, and over three quarters of 2019 - more than 24,000. Since 2003, Uzbekistan has been applying the procedure for examining and determining the cost of construction and installation works using the resource method. Since 2019, participants in the construction process have been implementing the phased implementation of BIM technologies. In addition, the Government of the Republic of Uzbekistan adopted regulatory acts aimed at the development, revision and improvement of construction norms and rules.

“Currently, building codes and rules for the use of progressive building materials and equipment are being prepared for approval to radically increase the energy efficiency requirements of buildings under construction and reconstruction,” said Nella Bekchanova. - Work is underway to create and introduce a unified information base for building standards, norms and rules, and technical regulations. All these data are now freely available on the official website of the "Expertise of urban planning documentation." The adoption of these documents will help to improve state regulation in the construction sector, increase the efficiency and quality of the creation of capital construction projects, as well as create favorable conditions for attracting investments.

Uzbekistan was also represented at the conference by the director of the Ferghana regional branch of the State Unitary Enterprise “Expertise of urban planning documentation” Alexander Hagai and the leading specialist of the State Unitary Enterprise “Expertise of urban planning documentation” Zahid Muborakov.
