Uzbekistan undertakes measures to develop export potential of the leather, footwear and fur industries

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On Measures to Further Promote Development and Growth of the Export Potential of the Leather and Footwear and Fur Industries."

The document said that the Uzbekcharmpoyabzali Association has been transformed into the Uzcharmsanoat Association with voluntary membership in its structure of organizations engaged in procurement, storage and processing of tannery, fur and fur raw materials and wool, automated slaughtering, production of wool, scrawl and artificial leather, leather goods, footwear, as well as other organizations.

The Association is the legal successor to the rights and obligations of the Association "Uzbekcharmpoyabzali".

The Association is a part of the Complex on investment, innovative development, coordination of activities of free economic and small industrial zones, tourism of the Cabinet of Ministers of the Republic of Uzbekistan.

From 1 August 2018, the issuance of a permit for export through the customs border of the Republic of Uzbekistan of leather (HS codes 4104 - 4107, 4112 00 000 0 - 4114) is carried out by the Ministry of Foreign Trade in agreement with the State Customs Committee of the Republic of Uzbekistan and the Association with the conduct of price expertise and laboratory research.

Conducting laboratory studies of the skin is carried out by bodies accredited by the Accreditation Center under the National Project Management Agency under the President of the Republic of Uzbekistan.

For the issuance of a permit for the export of tanned semi-finished goods through the customs border of the Republic of Uzbekistan (HS codes 4104, 4105, 41062), a fee of 5 percent of the value of exported products is levied.

Uzbek Presidents was instructed to create the Fund for development and support of leather and footwear industry of the Association "Uzcharmsanoat".

The fund will finance organizations specializing in a full cycle of production - from tannery to finished products, by allocating funds on a return basis.

The Fund will also provide guarantees on loans to commercial banks issued for the creation of new, modernization and reconstruction of existing production facilities for production of leather and footwear, leather goods, fur and fur, karakul culture products and wool products.

Until 1 January 2023, member organizations of the association receive tax and customs privileges.

The Skin and Footwear Design Center will develop recommendations for domestic producers, taking into account changes in the fashion world, expanding cooperation with foreign fashion houses, fur auctions and companies, as well as attracting foreign designers, designers and fashion experts to improve the design and expand the range products.

"Uzcharmimpex is also being created. The enterprise will promote leather-shoe, leather, fur and fur, karakul products and wool products for export. The company will also export these products.

The enterprise will assist industry organizations in the supply of technological equipment, spare parts, components, raw materials and materials, accessories, accessories, shoe pads and other products, including imports.
