Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan plans to transfer electricity distribution systems in 12 regions to private companies under trust management by 2028.

The updated “Uzbekistan-2030” Strategy, presented for public discussion on the SOVAZ platform, outlines the phased transfer of electricity distribution networks to the private sector: seven regions in 2026, nine regions in 2027, and 12 regions by 2028.

The electricity networks of Samarkand region have already been transferred to the Turkish company Aksa Enerji. On November 18, during the third roundtable on public-private partnerships, the company received a certificate confirming its victory in the international tender for the modernization of the region’s distribution networks.

The project includes full design, financing, construction, management, maintenance, and operation of Samarkand region’s low-voltage distribution infrastructure, covering 30,820 kilometers, of which 54% require upgrading. The concession plan involves modernization of substations and transformer units, reduction of energy losses, and lowering government expenditures. The management term for the networks will last up to 30 years, with the possibility of extension if the project is successfully implemented.

Aksa Enerji, part of Kazancı Holding, already carries out energy, agricultural, and tourism projects in Türkiye, Africa, and Uzbekistan, including thermal power plants in Bukhara and Tashkent regions, as well as the construction of a 400 MW gas-piston plant in Kashkadarya with an investment of US$ 250 million.
