Uzbekistan to Train Young Prisoners in Modern Professions

Tashkent, Uzbekistan (UzDaily.com) — President Shavkat Mirziyoyev signed a decree titled “On Measures to Train Youth in Correctional Facilities in Modern Professions,” aimed at equipping young inmates with professional skills, supporting social reintegration after release, and preventing recidivism.

The program targets prisoners aged 18 to 30, providing training in modern digital professions, foreign languages, and other skills in demand on the labor market.

The initiative focuses on developing independent thinking, communication, teamwork, and preparation for successful reintegration into society.

As part of the national social project “Second Chance,” the training system will be implemented in correctional facilities in Tashkent, Navoiy, and Qashqadaryo starting 1 June 2026, with nationwide expansion planned for 1 March 2027.

Courses will last from eight to twelve months and include intensive programs in digital professions as well as foreign languages such as English, Russian, and Chinese. Training groups will be formed based on participants’ interests and abilities, assessed by a working group comprising representatives from the Ministry of Digital Technologies, the Agency for Vocational Education, the Youth Affairs Agency, and industry experts.

Upon completion, participants will receive electronic certificates verifying their acquired skills. The project aims to enhance inmates’ professional capacities, improve employment prospects post-release, and promote successful societal reintegration while reducing reoffending rates.
